What list of documents need to be prepared to obtain a certificate of status of a large family, mother or father

Russian legislation does not have a precise definition of the concept of a large family. However, according to average indicators, this category includes families raising children of three or more persons. At the same time, foster and adopted children under the age of 14 are also taken into account along with their relatives. In some regions of the country, this category is supplemented by persons under the age of majority.

However, the composition of a large family does not take into account children in relation to whom their parents were deprived of their rights, or children whose material needs are fully satisfied by the state.

According to statistics, the number of Russian families with a third and subsequent children is constantly growing. This trend is greatly influenced by various benefits and benefits for large families, as well as other support measures. Not only full families with many children, but also a single father or mother with three or more children can count on benefits.

There is also a trend towards an increase in the number of young families. The law clearly defines this group as spouses whose age does not exceed 35 years. At the same time, the status of a young family can be approved by a father, mother or adoptive parent under 35 years of age who has at least one child. So, a young family can be full or incomplete.

Ways to obtain a certificate of large families

There are two requirements, having satisfied which, a family can receive official status of large families:

  • The family has three or more children. However, there is a catch: based on the provisions of laws at the federal level, such a family is recognized as having many children, but the final verdict on assigning the status is made by regional legislation. The bottom line is that in some regions of our country the birth rate is at a stable level, which affects the conditions for obtaining the status of a large family. For example, in the Krasnoyarsk Territory, a family is considered large when five or more children live in it.
  • All children have not reached adulthood. Exceptions are situations when children, upon reaching 18 years of age, study at a higher educational institution on a budgetary basis and in full-time education. In this case, until they reach 23 years of age, they are considered members of a large family.

It is important to note that in order to obtain the described status, there does not have to be a blood relationship between parents and children.
In simple terms, children taken into care from an orphanage, adopted, etc. are taken into account. The status of having many children allows parents to enjoy a large number of benefits in various areas of life: medicine, education, work, etc. Also, many benefits are provided to low-income families. You can apply for a certificate of large families using this link: Sample application.

Some facts

Due to the fact that in different regions of Russia the requirements for parents with many children are different, when moving to another region, the certificate will have to be issued again. Moreover, if parents are registered in different constituent entities of the Russian Federation, they are not provided with identification. The same applies to families whose permanent place of residence is outside the Russian Federation.

Additional documents

In particular cases, in addition to the basic package for obtaining a certificate for a large family, it may be necessary to provide any additional documents.

  • A certificate confirming the fact of guardianship, trusteeship or adoption. This document can be obtained from the guardianship authorities.
  • Certificate from a higher educational institution. It is required if a child over 18 years of age is undergoing full-time education on a budget basis.
  • A document confirming that the child lives with one parent (in case of divorce).

Amount and calculation of the subsidy

It is not difficult to calculate the amount of the subsidy; to do this, you need to multiply the area of the apartment being purchased by the market value and the subsidy percentage established in the region. The area is also calculated by the formula as 42 sq.m. + 18 sq.m. for each child, except the first and second.

For clarity of calculations, an example is presented:
Calculation of subsidies

ConditionsSubsidy calculation
Family has 5 minor childrenHousing area is: 42 sq.m. + 18*3= 96 sq.m. The subsidy for the purchase of housing for large families will be 96 * 40,000 * 0.3 = 1 million 152 thousand rubles.
Average market value of sq. m. 40 thousand rubles
In the region, the payment percentage is set = 30%

The percentage of subsidy payments in 2021 ranges from 10 to 70%, while only residents of villages and villages count on the maximum amount; city residents are actually paid up to 40% of the cost of apartments.

The procedure for obtaining this status

As already mentioned, to obtain the status of a large family, parents must contact the territorial social security authority or the MFC at their place of residence and submit an application with the required package of documents. The described procedure does not imply payment of any fees or state duties.

The period during which the institution must check the submitted documents and render a verdict on the application is approved by regional legislation. However, it cannot exceed the thirty days mark.

If the decision is positive, the applicant must once again come to the institution where the documents were submitted and receive a certificate for a large family. It is this document that allows you to enjoy benefits.
