The amount of state duty for obtaining a document for traveling outside the Russian Federation depends on the type of passport.
The manufacturing cost is:

  • 2,000 rubles - old model;
  • 5,000 rubles - new sample.

To obtain a foreign passport for children under 14 years of age, the fee is 1,000 rubles (old sample) and 2,500 rubles (new sample).

When submitting an application and paying the mandatory fee through the State Services portal, a 30% discount is provided. Thus, for a biometric foreign passport you will need to pay 3,500 rubles.

Another advantage of making an online payment is that it is not necessary to print out and attach a receipt to the package of documents. Migration service employees independently verify the fact of payment.

The time it takes to produce a new identity card is determined by the following factors:

  • from 14 to 30 days when submitting an application at the place of permanent registration;
  • from 1 to 3 months when applying to the migration department at the place of temporary residence.

In this case, the type of passport (regular or biometric) does not matter.

The legislation provides for an accelerated registration procedure (from 2 to 4 days) in the following situations:

  • death of a close relative;
  • treatment in a foreign medical clinic.

The need to urgently obtain a foreign passport is documented.

A business trip or having paid for air tickets are not a valid reason for expedited processing.

If a citizen has lost his passport inside Russia

If a citizen has lost his international passport within the Russian Federation, then he can apply for a new document to the relevant organizations at his place of registration or residence. No liability is accepted for the loss of this document.

A person who has lost a foreign passport can ask for a certificate of loss to be issued to him in order to issue a new document. However, this is done solely at his request. There is information that some FMS employees require the presentation of such a certificate when registering a new foreigner after losing the old one. The demands of such workers are illegal.

A person who has lost his foreign passport must obtain a new certificate if he wishes to travel abroad. Full restoration of a passport in case of loss is not provided. The document will have new details. It will be stamped with visa stamps after verification.

Is it possible to fly on a connecting flight with a return certificate?

Yes and no.

There is no uniform standard in the world regarding what document to issue to people who have lost their passport abroad, and what rights such travelers have.

A Russian certificate of return is essentially a certificate on stamped paper that you are such and such a citizen of the Russian Federation and are going to your homeland. Whether you have the right to transit through another country is not written anywhere in the laws.

Other countries have their own rules. For example, a British citizen, instead of a lost foreign passport, receives a temporary passport valid for up to a year and has the right to travel with it to five countries in transit.

The Russian certificate of return is not a standard document in global practice. How the airline and passport control staff will perceive it is not known in advance. Many are lucky - and they fly home via START with a transfer in a Schengen or other visa country, including leaving the transit zone. Some even return home by car, crossing two or three borders.

At the same time, there are many opposite stories - about how the airline refused to board a flight with a transfer and assured that with a return certificate it is only allowed to fly directly to Russia.

If you still want to fly on a connecting flight using a return certificate, choose tickets with a transfer in a visa-free state, or even better, in a country where Russians only need an internal passport (if they have one) to enter.

Another option that is likely to work is a connecting flight with one airline on one ticket, in which you do not need to leave the transit area and go through passport control at the transfer airport. To be sure, discuss the situation with the airline in advance.

What can the loss of a passport and visas lead to?

The most unpleasant consequence of losing a foreign passport is the loss along with it of already issued and valid visas. There are no simplified procedures for their restoration: visas will need to be issued again.

If you have lost your documents, but do not yet plan to leave the territory of another state, you will need to apply for new ones at the consulate of your country.

To obtain a new passport, you will need to present photocopies of old documents, other documents proving your identity, or bring two witnesses who will confirm who you are.

The restoration of your visa will be handled by the Ministry of Foreign Affairs of the country in which you are located. Having information about you in the consulate’s archives will help shorten the period, but in most cases all certificates and documents have to be resubmitted. And also submit biometric material.

If you are in another country for a short time, it is better to obtain an entry certificate and, after returning, restore your lost passport in Russia.

What is useful to do before traveling

There is no such thing as too much precaution. Most likely, nothing bad will happen on vacation, but if it does, a couple of simple actions will greatly alleviate the stress of troubles.

Scan or photograph important documents and email copies before your trip. Take photographs of all significant pages of your domestic and foreign passports - including pages with valid visas. Don't forget your driver's license and child's birth certificate. Send all this to yourself and your loved ones by email. Make sure you remember your email password and can log in to someone else's computer. Print copies of your passports and place them in different places in your carry-on and luggage. After the flight, take a photo of the entry stamp or entry visa and send it to yourself by email.

Make a note with the phone numbers and emails of loved ones who will be in touch and can help. Save the memo on your smartphone so that you can access it without the Internet - for example, in notes.
