Sample applications

Basic requirements for all appeals submitted to government bodies (FZ-59):

  • The document should not be anonymous - otherwise it will not be considered by the department to which it was sent.
  • Threats, insults and obscene language are not allowed - officials have the right to leave such complaints without consideration.
  • A complete and clear description of the incident that forced the applicant to contact the authorized body - the procedure for further actions and, in general, the reaction of the employees of the authorized body depend on the detailed description of the violations.
  • Complaints on paper must be signed by the applicants - otherwise they are treated as anonymous.

To Rospotrebnadzor

The application to Rospotrebnadzor consists of three parts:

  • Heading – indicates the name of the body (territorial division of Rospotrebnadzor), the applicant’s full name, residential address, contact information (telephone, e-mail, etc.), as well as information about the violator.
  • The main part – the essence of the claim and a list of evidence confirming the guilt of specific individuals are displayed.

To the sanitary and epidemiological station

Infrequent cleaning of housing, accumulating dirt and other debris in the apartment and common areas, the appearance of harmful insects and rodents - all these are reasons to write a complaint against your neighbors to the territorial division of the Central State Sanitary Service. The procedure for drawing up a document is identical to applying to Rospotrebnadzor. The requirements are similar.

It is important to attach to the paper evidence that confirms the facts of illegal actions: testimony of other residents, photo, video materials, inspection reports of premises by employees of the management company, HOA, copies of appeals to other authorized bodies (the police, management company, prosecutor's office), etc.

Important! In addition to bringing the perpetrators to administrative responsibility, service employees are required to carry out free disinfection in cases where a collective complaint is filed from three or more residents of the entrance.

To the management company

The application to the Criminal Code is written in free form. It is necessary to indicate from whom the document is being submitted (collective appeals are usually more effective), the name of the management company, describe in detail the essence of the problem and display the requirement to take response measures. The complaint can be personally taken to the office of the Criminal Code or sent by registered mail.

To the police

Appeals to the police are written to the head of the district police department or the local inspector (if it is known who serves a particular house). Applications are accepted in writing or orally (by phone number “02”). Written complaints must be signed by the applicant (Article 141 of the Code of Criminal Procedure of the Russian Federation).

The document, in addition to personal data and contact information of the injured party, contains information about persons who do not maintain cleanliness, and describes in detail the circumstances under which illegal actions were committed. If there is evidence, they are also attached to the material.

To the administration

It is advisable to submit collective complaints to local government bodies about the actions of neighbors who have created unsanitary conditions. The document does not have strict rules for filling out, but is drawn up in writing. It is important to indicate the details of the applicants, violators and describe in detail the circumstances of the incident. The application is signed by all participants of the appeal.

In order for the administration to initiate the creation of an administrative commission, the complaint must be supported by evidence.
