Regardless of the category of the vehicle, the civil liability of the car owner must be insured in case of a traffic accident. Driving a car without a valid MTPL insurance policy is an administrative offense (clause 2 of article 12.3, clause 2 of article 12.37 of the Code of Administrative Offenses of the Russian Federation). The terms of MTPL insurance are prescribed in the Federal Law of the Russian Federation dated April 25, 2002 No. 40-FZ.
Art. 4 40-FZ states that insurance is provided for all groups of vehicles (except for the cases provided for in paragraphs 3 and 4 of the article), including:
- cars registered abroad;
- transit vehicles driven from one locality to another or for the purpose of technical inspection;
- when registering a vehicle with the state.
The validity period of the MTPL policy will depend on which of the above groups of vehicles the car belongs to.
Owners of:
- Vehicles with a permitted maximum speed of up to 20 km/h;
- TS of the Armed Forces of the Russian Federation, other troops, military formations and bodies in which military service is provided;
- trailers for passenger cars;
- Vehicles with tracked, half-tracked, sleigh and other non-wheeled propulsion systems.

- How to calculate your MTPL policy yourself
When purchasing a car, you must purchase an MTPL policy. Without it, the traffic police will not register the car. Due to lack of experience, insurance costs more for beginners than for experienced drivers.
How to calculate the cost of compulsory motor insurance for novice motorists, what the price depends on and what the policy generally provides, we will tell you in the material.
How to renew OSAGO and what is the fine for an expired policy
When the minimum period of car insurance expires, the owner will need to apply for an extension. To do this, you need to contact the same insurance company that previously issued the document. In this case, the same terms of cooperation will remain.
If you need to change details, for example, you need to register different dates of use or add new persons who will drive the car, you will have to re-issue the form .
In order to extend the minimum MTPL policy, you should leave a request at the insurance office or on its official website on the Internet. After this, the vehicle owner must pay an insurance premium. You will not have to re-collect documents to provide to the insurer and draw up a new contract.
Some companies provide automatic extension of the MTPL period - the driver will only need to resolve the issue with the insurance premium on time.
Automatic renewal can only be obtained if the policyholder has an electronic policy.
Some vehicle owners think that after the policy ends, they can take advantage of the “grace month,” a bonus period provided by the insurance company. This opinion is wrong. A similar rule was in force until 2008.
You should carefully monitor the deadlines for compulsory motor liability insurance. If the car owner forgot to renew the document, he will not be allowed to use the vehicle. When meeting with traffic police officers, you will have to pay a fine, the amount of which is 500 rubles. Punishment will follow even if the driver accidentally forgot the form at home.
Why do you need MTPL insurance?
OSAGO insurance covers the costs of the culprit in the event of an accident. He will not have to pay compensation for damage to someone else’s car from his own pocket - the insurance company will do this for him. Also, according to the policy, the insurance company compensates for damage to the life and health of victims. The person at fault for the accident is not compensated for the cost of car repairs.
For beginners, compulsory motor liability insurance is of greatest importance. Due to lack of experience, it is not always possible to anticipate traffic situations and react to them correctly - the risk of an accident is high.
The MTPL policy is included in the package of mandatory documents for registration. Therefore, you need to buy it before contacting the traffic police. Ten days is enough to find out the cost of compulsory motor insurance for a novice driver from several insurance companies. Despite the general calculation rules, it may vary slightly among different insurers.

What to do when your MTPL policy has expired
If the period of validity of the insurance contract has come to an end, you will need to renew the MTPL policy. You should take care of this in advance, since the policy loses its relevance the very next day after the expiration date.
Otherwise, the driver will face fines and possibly more serious problems. For example, a driver found to be at fault in a traffic accident will have to compensate for material damage to the injured party “out of his own pocket.” If, when stopping a driver, a traffic police officer discovers that the policy is expired, he will record a violation, draw up a protocol and issue a fine of 800 rubles (Clause 2 of Article 12.37 of the Code of Administrative Offenses of the Russian Federation).
What happens if you get into an accident with an expired policy?
Some drivers neglect to comply with the validity periods of the MTPL policy, since the fine for driving without insurance is quite a small financial loss. However, getting into an accident with an expired policy can result in “financial disaster.” If the driver of the car is found to be the culprit of the accident, he will have to compensate for the material damage to the injured party himself, at the expense of personal funds. In addition, a driver with an expired policy must pay a fine of 800 rubles.
Timely registration of a compulsory motor liability insurance policy will help you get rid of possible problems.
What determines the cost of MTPL for beginners?
When taking out insurance, novice drivers receive the same rights as experienced drivers. But an increasing coefficient is applied to them based on the “age/driving experience” criterion, so insurance is more expensive.
New drivers are considered:
- Motorists under 22 years of age with less than three years of driving experience.
- Motorists over 23 years of age whose driving experience does not exceed three years.
The cost of insurance for novice drivers depends on many factors:
- Age and experience of the motorist. If the driver is under 22 years old and has recently received a license, the driver class will be the lowest. It will not exceed the value 3.
- Bonus-malus coefficient (1.8). This is a discount for accident-free driving. If the young driver does not have an accident in the first year, his MPV will decrease. When taking out a new policy, he can count on a 5% discount. If a motorist becomes involved in at least one accident, then his class will be reduced to 2, and the BMC will be equal to 1.4. The new insurance will immediately increase in price by 40%.
- Type of vehicle. For each vehicle there are minimum and maximum base tariffs.
Based on the table, you can determine the maximum tariff for a beginner driving a passenger car - 5,492 rubles.
- Driver's region of residence. For areas with high accident rates, this figure is high. These are Moscow and Kazan (2), as well as St. Petersburg (1.8). The lowest coefficient for residents of Simferopol is 0.6.
- From engine power. For vehicles up to 50 HP. With. the correction factor is only 0.6. And for cars with engine power over 150 hp. With. it is equal to 1.6. Therefore, novice motorists should not consider powerful vehicles. Firstly, this makes the policy more expensive, and secondly, it is unsafe in the absence of experience.
OSAGO can be purchased for either a year or a shorter period, say, three months. In the latter case, the policy will cost less. The coefficient depending on the period of use will be equal to 0.5, whereas with insurance for a year it is noticeably higher. Since many novice drivers do not use their car in winter, it makes no sense for them to buy an annual policy.

Deadline for obtaining compulsory motor insurance after purchasing a car
Registration of compulsory motor liability insurance for a new car is a mandatory procedure. If a car is purchased on credit, then without compulsory motor liability insurance the vehicle is not allowed to leave the dealership.
If a car is purchased at a car dealership, the owner is offered instant registration of a policy right on the spot . Large car dealerships usually have a manager who handles new car insurance. As a rule, this is an insurance agent of a certain company or a broker who is ready to offer the buyer several insurers to choose from. This option is most convenient for the buyer.
If the owner of the car was unable to obtain a policy upon purchase, he, in accordance with clause 2 of Art. 4 40-FZ, must do this within 10 calendar days after the right of ownership of the vehicle arises and before registration actions are completed with the traffic police.
The insurance period for a new car is no different from the duration of the policy for a used car and ranges from 3 to 12 calendar months. Insurance for a car is done in 1 day if there is a current technical inspection and a full package of required documents (clause 3 of Article 15 40-FZ), containing:
- vehicle owner's passport;
- driver's licenses of persons authorized to drive a vehicle, if such a condition is included in the MTPL agreement;
- STS, PTS;
- vehicle technical inspection certificate;
- a document confirming the ownership of the vehicle (if the contract is concluded in relation to an unregistered vehicle), or a document confirming the ownership of the vehicle (if the compulsory insurance contract is concluded in relation to a rented vehicle).
If it is not the owner himself who is taking out the insurance, but another person, then it is necessary to present a power of attorney to drive this car.
How much does MTPL cost for a novice driver?
For a young driver, insurance will cost no less than 8,000 rubles. This is provided that a motorist under 22 years of age and with less than three years of experience does not live in the most dangerous regions and has not purchased a car with a very powerful engine.
Compulsory motor third party liability insurance for beginners can be a little cheaper if the driver is over 23 years old. After all, the main factor that affects its price is the KBM. The bonus-malus coefficient is the highest - 1.8 for motorists who are under 23 years of age and have less than 3 years of driving experience. For older motorists it is 1.7.

Calculation of the cost of the policy for a shorter period
If you need to pay incompletely, then you need to rely on the data of the calculated coefficient. For example, the amount you need to pay for a period of 3 months is equal to half the price for an annual policy.
The cost of annual compulsory motor liability insurance will not change during the entire period indicated in the document, even if tariffs change during this time.
When drawing up a document for a minimum period, you must familiarize yourself with the cost of compulsory insurance for 1 year. This step will be needed in order to be aware of the subsequent surcharge (if the driver wants to increase the policy period).
You can calculate the cost of the minimum insurance period using the OSAGO calculator, which is located below.
Who can apply?
Any capable citizen: either the owner of the vehicle or a person acting under a power of attorney from the owner. Read more about whether it can be issued to someone other than the owner of the car.
Note: for insurance companies, a power of attorney is not required. Therefore, in principle, they may not request this document from the insurance provider.
What do you need to have?
Must have with you:
- Passport.
- Driver's license.
- Certificate of state registration for legal entities.
- Technical equipment passport, STS or technical passport.
- A certificate from the traffic police confirming accident-free driving.
- Diagnostic card (only if this is not a new car. For newly purchased cars this document is not needed).
- If available - previous MTPL policy.
Extension of deadline
The law does not prohibit extension of the deadline. This means that after the expiration of one transit OSAGO policy, you can conclude another insurance contract for a period of up to 20 days. True, the price turns out to be very high, which we will discuss below.

Where can I get insurance for a minimum period?
You can apply for MTPL for 1 month at any branch of the insurance company.
The most popular organizations in 2021:
- Rosgosstrakh (minimum tariffs, online registration, application of all coefficients provided by law when calculating the cost of compulsory motor liability insurance);
- Ingosstrakh (registration via the Internet, the ability to independently select a service for repairs under insurance);
- AlfaStrakhovanie (online application, additional bonuses when renewing compulsory motor liability insurance, fast accruals under the European protocol);
- Consent (submitting an application via the Internet, additional services (DSAGO), the ability to independently select an organization for car repairs);
- VSK (minimum basic tariffs, the ability to purchase an electronic document, repairs in the service chosen by the insurance company).
Each organization provides favorable conditions when drawing up an insurance contract.
Registration procedure
To issue a mandatory coupon, the owner of movable property collects the necessary package of documents.
It includes the client's identification certificate, vehicle permits - registration certificate, passport, driver's license and diagnostic card. For unregistered vehicles you will need a title.
What is the difference between issuing a standard compulsory motor liability insurance in person or via the Internet for 3 months or more from an insurance company permit for 30 days:
- the document changes the value of the coupon validity period;
- Below in the received document the time period for using the car will be indicated.
The compulsory medical insurance policy provides for an extension of the coupon validity for all clients. The cost calculation is carried out before the contract is drawn up - the client knows the amount of insurance in advance.
Conclusion
Each driver will be required to take out compulsory insurance in any case. This rule is established at the legislative level. Choosing a full or minimal insurance period is a personal choice for each vehicle owner.
The shortest policy period in a standard situation (when the car is used only in Russia) is 3 months . But it can be broken down into manageable segments.
If the driver understands that he does not plan to drive the car often, then it is better to choose a minimum insurance policy and save money.
