In recent years, there has been a fairly intense flow of foreigners to Russia.
Ukrainians account for a fairly large share of those arriving in the Russian Federation. Many of them want to stay here forever and change their passport to a Russian one. Therefore, for most migrants from Ukraine, the issue of obtaining a temporary residence permit (TRP) is relevant. From July 1, 2021, a new law on obtaining a temporary residence permit without a quota for some foreign citizens will come into force.

What benefits are there for Ukrainians when receiving a temporary residence permit?
The government of the Russian Federation is trying to simplify as much as possible the possibility of resettlement and obtaining citizenship for many categories of citizens. The benefits also affected the registration of temporary residence permits for Ukrainians. This provision does not apply to all residents of Ukraine arriving in the country, but most Ukrainians can obtain a temporary residence permit without obtaining quotas in a simplified manner.
Amendments made to Law No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation” affected the reduction of waiting times for a decision. Now you can get a temporary residence permit not in six, but in four months. Ukrainian citizens can participate in the state program for the resettlement of compatriots; in this case, the application is considered within 60 days. Residents of the Donetsk and Lugansk regions have the right to obtain refugee status, not to take exams for temporary residence permits and not to undergo a medical examination.
Legal concept of temporary residence permit
Temporary residence permit (TRP) - a documentary substantiation of the right of a foreigner and persons deprived of citizenship to legally reside in the Russian Federation for a certain period until they are provided with more compelling legal grounds, for example, they receive a residence permit (RP)
It can be issued as a separate document for persons deprived of citizenship, but most often a temporary residence permit is a stamp in a foreigner’s passport.

Such a permit is issued on the basis of quotas provided separately to each region (or without them, if there are legal grounds for this). The size of each such quota for 2021 can be found out using the services of the GUVM website. It should be noted that such permits are issued for a period not exceeding three years and are not subject to renewal.
Definition
A temporary residence permit is a document legalizing the stay of a foreigner in the Russian Federation for a limited period. Migration service employees can issue it separately or simply put a mark in the visitor’s passport.
Obtaining a permit is carried out according to quotas provided annually in each subject of the federation. Their number is consistent with requests; in Moscow, St. Petersburg and Crimea it is always limited. The larger the population in a region, the fewer visitors it can accommodate. The validity period of the temporary residence permit is 3 years; it cannot be extended.

Registration of temporary residence permit for citizens of Ukraine: how and where
You can apply for such permission to the territorial body of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation.
One important nuance should be taken into account: you need to contact the authorized body of the city where you subsequently plan to stay. You will not be allowed to work in any other city.
Required documents
To obtain a temporary residence permit you will need the following documentation:
- a citizen of Ukraine is required to submit an identification document (passport);
- migration card completed at the border;
- two photographs made with the same requirements as for a passport. For example, it is forbidden to be photographed wearing a hat and glasses with tinted lenses (for people who wear glasses all the time). As for the quality of the pictures, they should be clear and of the classic size for documents of 3x4 cm.
- two copies of the application;
- a number of medical documents, for the collection of which you are given a period of no more than one month (we are talking about certificates guaranteeing the absence of infections, drug addiction and HIV);
- document confirming payment of the state duty (for 2015, the amount of the duty was 1,600 rubles).

Obtaining a quota: where and when to submit documents?
One of the most popular questions from migrants planning to obtain temporary residence in Russia: Which countries can obtain a temporary residence permit under a simplified scheme? The question began to be asked especially often after the amendments entered into force on July 1, 2021, about simplifying the receipt of temporary residence permits for: Ukraine, Kazakhstan and Moldova.
After the reorganization, the functions of the FMS were transferred to the Main Directorate for Migration Issues of the Ministry of Internal Affairs. Consequently, documents for a temporary residence permit must be submitted to the territorial divisions of witchcraft at the place of temporary registration.
In addition, documents can be submitted through multifunctional public service centers. There are regions where such a service is not available; this issue must be clarified in advance.
Ukrainians also have the opportunity to submit an application online through a single government services portal. This will help save a lot of time. Since the volume of quotas is determined by the government at the beginning of the year, it is better to submit documents for a temporary residence permit immediately after the New Year holidays. In the fall, there is a risk that quotas will run out and you will be late. Although the availability of quotas also depends on the region of the country. In some regions of the Russian Federation, demand is higher than in others, and in the former, quotas end earlier than in “unpopular” regions.
It should also be borne in mind that collecting documents takes a lot of time. For example, it will take from a week to several months to prepare and pass the exam, depending on the applicant’s level of knowledge. If at the time a citizen of Ukraine applies to the migration authorities to obtain a temporary residence permit, the quotas are exhausted, he will be refused acceptance of documents. Preparing documents

- A separate innovation of 2015 can be called the introduction of amendments to Russian legislation, namely the part that talks about the obligation of foreigners, when applying for a temporary residence permit, to submit a document confirming both the applicants’ proficiency in the national language and their knowledge of the history and law of the Russian Federation .
In July 2021, changes were made to the law on migration registration of foreign citizens. Documents are not accepted for everyone
In the minds of many, obtaining a temporary residence permit looks like this: a person collects the necessary package of documents and submits them to the migration service. In fact, foreigners are allowed to submit an application only in two cases :
- When a foreigner has grounds to file. The grounds are given in Federal Law-115 “On the legal status...”. If, for example, a migrant has a Russian wife, then yes, he can immediately apply for status with a full package of papers.
- If there are no grounds, then the path to obtaining status will be longer. Because first, to apply for a temporary residence permit, a Ukrainian needs to obtain a quota (in other words, permission to submit documents for a temporary residence permit). This is not so easy to do: there are few quotas, but there are many applicants.

Registration procedure
Registration in Moscow within the allocated quota does not imply the provision of any assistance for obtaining social housing or benefits for paying rent for residential premises. This document provides only legal grounds for living and working on the territory of a federal subject, and only on the condition that the person has registered for migration.
There is one way to obtain a temporary residence permit in Russia for a citizen of Ukraine. To do this, you will need to contact the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation. At the migration service department, you must fill out an application in the prescribed form. This form can be obtained directly from the GUVM or downloaded on the Internet.
Required documents
In addition to the application filled out in duplicate, a citizen of Ukraine also needs to prepare several additional certificates and certificates. These include:
- ID card (general civil or foreign passport);
- two photographs measuring 35 by 45 mm;
- certificate of no criminal record (date of issue must not be later than 90 days from the date of submission);

Drawing up an application
The application form submitted to the Main Department of Migration Affairs of the Ministry of Internal Affairs consists of 4 pages. In addition to the application for a temporary residence permit itself, this document contains a number of questions, most of which relate to the identity of the applicant. These include:
- passport details;
- nationality;
- information about previous citizenships;
- presence of dependent disabled relatives;
- presence of relatives with Russian citizenship;
- participation in the resettlement program for compatriots;
- education received (including academic degrees or titles);
- Family status;

- listing of places of employment for the last 5 years (indicating the dates of admission and/or dismissal);

An example of filling out an application for a temporary residence permit for Ukrainians and citizens of other countries is no different. Based on the fact that there are quite a lot of questions in the questionnaire, it is recommended that you fill it out not at the migration service, but in a more convenient environment. After all, it will take at least an hour to enter data on four pages of the application.
Citizens need to remember that all information they provide to the Main Department of Migration Affairs of the Ministry of Internal Affairs must be truthful. Entering knowingly false information into the application form in order to hide any unpleasant biographical fact will result in the application being denied.
