When does the autumn military conscription 2021 begin in Russia?

The autumn conscription into the army in 2021 will begin as expected in accordance with Art. 25 of Law No. 53-FZ of March 28, 1998 “On Military Duty and Military Service” from October 1 and will last until the end of the year. Conscripts will receive summonses, undergo a medical examination and psychological testing, the results of which will determine whether they are fit or not. Young men who have not received a deferment or exemption from conscription will be sent to their place of military or alternative service.

The beginning of the autumn conscription starts on October 1, 2021 and ends on December 31 of the same year. It is during this period that all activities are carried out to recruit young people (medical examination, assignment and sending to a military unit) for military service lasting 1 year.

What safety measures will be taken due to coronavirus?

The autumn conscription will be carried out taking into account the experience gained during the spring conscription campaign in order to prevent the penetration of COVID-19 into the troops. Military commissariats provided personal protective equipment: masks, gloves and shoe covers. The use of non-contact thermometers is mandatory at recruiting and assembly points. To maintain social distancing, the capacity of military registration and enlistment offices should be no more than 40 people per day (4 streams of 10 people each).

Medical posts will be installed at the entrance, and their employees will check the temperature of all visitors. The premises will be disinfected several times a day and the air will be disinfected.

All young men at recruiting and assembly points will be required to take a coronavirus test, only after which they will be able to obtain admission to the medical examination. Representatives of military units who will have to accompany the conscripts will also be tested.   • category A is awarded to absolutely healthy men who can serve in space, submarine, naval and airborne forces;
  • category B1 also implies service in the troops described above;
  • category B2 has restrictions, therefore they are recruited for service only in the navy and to operate heavy military equipment;
  • category B3 is sent to infantry troops (guard, air defense systems, chemical troops);
  • Category B4 involves serving in engineering, cargo, radio engineering and communications troops.

Exceptions to meeting deadlines for autumn conscription

In accordance with the legislation of the Russian Federation, regulatory documents also indicate exceptions to the rules when conscription deadlines are postponed for certain categories of citizens:

  • residents of the Far North (territory ownership is established by the presence of an official document). The call starts on November 1, 2021 and ends, as elsewhere, on December 31;
  • young people who are engaged in agricultural activities (sowing, harvesting). Moreover, this information must be documented (official employment, corresponding entry in the work book);
  • young people who are teachers are not subject to the autumn conscription and are included only in the spring recruitment.

When will the conscription be canceled in the fall?

Despite the fact that Russian President Vladimir Putin has repeatedly announced the gradual transfer of the Russian army to a contract basis, today the autumn conscription into the army, like the spring one, is still relevant. According to the statement of E. Burdinsky, head of the Main Organizational and Mobilization Directorate of the General Staff of the RF Armed Forces, made at the beginning of 2021, the Ministry of Defense of the Russian Federation will continue to “maintain the conscription system for recruiting the armed forces.”

What a conscript needs to pack for the army in 2021

Many people wonder what can and should be taken with them into the army if a summons has arrived and they have already been assigned to a military unit. Below is a list of the most necessary things that will be required for emergency service:

  • documents, mobile SIM card;
  • cover made of thick material for a military ID;
  • black shoe polish and cleaning brush;
  • threads of certain colors (white in larger quantities, red, black, green);
  • sewing needles in a closed case;
  • white cotton material, since the amount issued may not be enough;
  • notebook, notebook of 96 sheets;
  • envelopes for letters;
  • ballpoint pens with spare pastes, pencils;

How true is it that during the autumn conscription the service life can be increased to 2 years?

Currently, there are rumors that the service life may be increased to 1.8 years in accordance with the official order. Moreover, this information is easily refuted, since such a document contradicts federal law (Article 38, part 1, subparagraph “D”).

Therefore, the terms of service for the autumn conscription of 2021 do not have any changes and will be the same 12 months. Innovations are possible only if amendments are made to the federal law, about which there is no confirmed information yet.

How to avoid the autumn draft

Before understanding the question of how to avoid autumn conscription, it is necessary to study the categories of citizens who are subject to compulsory military service:

  • citizens of the Russian Federation who have not reached the age of 27 years, who are registered with the military registration and enlistment office and do not belong to the reserve troops.

However, there are also some service exceptions for this category:

  • conscripts who cannot serve in the army for health reasons;
  • young people who have completed the army or alternative civilian service;
  • persons who have rendered military service in another state.

Young men with an academic degree, close relatives of dead and maimed military personnel can independently decide whether they want to serve in the army or not.

Persons who violate the law according to Art. 23. 3 points are not subject to military service:

  • imprisonment, correctional labor;
  • citizens with unexpunged and outstanding criminal records;
  • persons against whom criminal investigations are ongoing.

In order to avoid the autumn conscription, you must belong to the category of citizens who can receive a deferment:

  • temporarily unfit conscripts (deferment period is no more than 12 months);
  • schoolchildren, full-time students, graduate students;
  • persons who have close relatives in their care who are not supported by the state and do not have other guardians;
  • guardians of sisters and brothers of minor age;
  • persons who independently raise young children;
  • fathers with many children (2 or more children);
  • men who are raising disabled children under 3 years of age;
  • persons who are employees of the Ministry of Internal Affairs, fire service, criminal enforcement agencies);
  • deputies of the State Duma, representatives of government in the regions;
  • candidates for management positions in local government bodies (during elections).

General terms

This is the second year since conscription into the army in Belarus 2021 is carried out according to a modified and legally established procedure: restrictions on draft dodgers have been tightened (now they will not be able to get a prestigious and well-paid job in the law enforcement agencies of the Republic of Belarus or a post in government agencies). The second positive change is a deferment, which is provided not only to students of higher educational institutions, but also to those who study in secondary special education.

The decree signed by the president provides for several important points - serving in the reserves, conscription into the army and dismissal from military service. Features of the spring call include:

  • passing a medical examination;
  • more than 10 thousand people will be drafted, but 1.5 thousand will be sent to the Special Operations Forces;

The deadline for conscription into the army in the Republic of Belarus 2021 in the spring is from February to May. It is subject to all citizens of the Republic of Belarus who have reached conscription age - from 18 to 27 years, who do not have the right to a deferment or have already used it, but have not reached the upper age limit. During the autumn conscription, the Ministry of Defense will continue to recruit scientific, research-industrial and sports companies, said the head of the Main Military Directorate of the General Staff.
