Duration of military service
First of all, let’s immediately make a reservation about the timing. There are the most rumors about them. Some say that now you need to serve in the army for 45 days less, while others are afraid that the service life has been increased to 1 year and 8 months. Both this and that are not true.
The term of service increases or decreases only after a special document comes into force and is signed by the Supreme Commander-in-Chief. V.V. Putin did not sign such laws, which means that in 2021, the conscription period for citizens remains 12 months. There are no innovations in this regard, and are not yet expected.
On the ground…
Combat training continues to be a priority area of activity for the Russian Armed Forces.
In 2021, the Russian Armed Forces conducted over 6.5 thousand combat training events, including 4.5 thousand exercises. At the same time, the number of bilateral exercises was increased by 16%, and the intensity of interservice targeting and training of troops increased by 10%. The main combat training event this year was the strategic command and staff exercise “Center-2019”. It was attended by military contingents of seven foreign states from the CSTO and SCO. The troops operated on the territory of four states (Russia, Kazakhstan, Kyrgyzstan and Tajikistan).
During the Center 2019, new forms of military operations were developed: as reported by Russian Defense Minister Sergei Shoigu, with the adoption of non-standard decisions in a difficult situation. The military department also informed the media that during the command and control exercise, all command and control bodies and military contingents successfully completed the tasks assigned during the exercise. The level of their operational and tactical compatibility has increased significantly.
The final event of the annual training cycle of the Russian Armed Forces was the strategic command and staff exercise “Grom-2019” for the control of strategic offensive forces with the implementation of practical launches of cruise and ballistic missiles of various bases.
Let us add that another major combat training event in 2019 will be naval exercises with the participation of Iran, Russia and China, scheduled for December 27 in the northern Indian Ocean.
In turn, the domestic defense industry in the past year continued to actively supply the Army with a variety of “new items.” For example, in the Strategic Missile Forces, three missile regiments were re-equipped with modern missile systems with the Yars solid-fuel intercontinental ballistic missile. The creation of the Avangard missile system with an intercontinental ballistic missile equipped with a hypersonic glide winged warhead has been completed. It is expected that the first missile regiment armed with this complex will begin combat duty in the near future.
Since the beginning of December, Peresvet laser systems have been on combat duty in the positional areas of mobile ground-based missile systems with the task of covering their maneuvering actions.
In 2021, the re-equipment of the Ground Forces and Airborne Forces with modern models of armored vehicles, high-precision missile and anti-aircraft missile systems, as well as electronic warfare systems and control systems continued. During the year, formations and military units received more than 3,300 new and modernized weapons. This made it possible, in particular, at the end of November to complete the rearmament of the Ground Forces with the Iskander-M operational-tactical missile system, which replaced the Tochka-U divisional-level tactical missile system.
During the year, two anti-aircraft missile regiments were re-equipped with the S-400 air defense system, and at the Kapustin Yar training ground they successfully completed state tests of the Gibka-S air defense system. Also, by the end of the year, the Ministry of Defense received from the defense industry the first set of the newest S-350 Vityaz air defense system.
On December 1, a radar station for over-the-horizon detection of air targets entered combat duty in Mordovia, providing control of airspace in the Western and Southern strategic aerospace directions at a distance of up to 2000 km from the Russian border.
It is worth mentioning such an important event from the point of view of military-technical cooperation as the completion in 2019 of the supply of all elements of the S-400 air defense system to Turkey under a contract that provided for the supply of four “four hundredth” divisions for a total amount of about $2.5 billion. Let us note that this event brought our country not only financial profit, but also noticeable geopolitical preferences.

Periods of conscription
In total, there are 2 companies for the conscription of military personnel. These deadlines are clearly stated in the legislation, and at any other time they cannot take the young man into the army. Spring conscription begins on April 1 and lasts until July 15. This applies to all conscripts. There are only two exceptions.
In the regions of the Far North, the deadlines have been shifted, and the spring conscription begins on May 1. It ends, however, also on July 15th. For teaching staff, the conscription deadlines are also moved to May 1. Those who should not worry about the spring draft are citizens who live in rural areas and are busy with sowing work.
Military age
The 2021 military conscription is still bypassed by innovations. In Russia, the age of conscripts remained at the same level. According to the Federal Law, citizens who have not previously served and have reached the age of 18 are called up for compulsory military service. The conscription limit after which they cannot be called to serve is still 27 years old. It is important to note that if a summons, after passing a medical commission, with a requirement to come with things to the collection point, arrives a week before turning 27 years old, then the young man is obliged to go to serve. It is important to remember this and not argue with the military registration and enlistment office employees.
As for the officers who are in the reserve, the terms are different. First of all, it’s worth mentioning about reserve groups, which differ in age and rank. They are called upon in the event of hostilities, in accordance with a strict sequence.
The first category consists of sailors, sergeants, soldiers, as well as midshipmen and warrant officers who have not reached the age of 35. This also includes junior officers up to 45 years of age, senior officers up to 50 years of age and senior officers up to 60 years of age.
The second reserve category includes soldiers, sailors, warrant officers up to 45 years of age, colonels up to 60 years of age, and junior officers up to 50 years of age.
The third category is called upon as a last resort. These are soldiers up to 50 years old, junior officers up to 55, senior officers up to 60.
Conscription of citizens from the reserve into the army in wartime is a whole series of events that include transferring the entire country to a war footing.
Innovations

Periodically, new provisions are introduced into military conscription in Russia. They have a positive basis, since they are aimed at increasing the comfort of recruits. The latest ones:
an individual container for personal hygiene items (indicates that attention is paid even at the household level; besides, it is much more convenient to store small items in such toiletries); selection for scientific companies (the number of places in them is limited, but there are many people who want to get there, so selection is carried out on a competitive basis); lunchtime nap is mandatory (the most pleasant change for soldiers was introduced in order to prevent lack of sleep, which directly affects the performance of young people).
Spring calls do not apply to persons employed in agriculture. Agricultural work is labor-intensive, and it is inappropriate to deprive the country of workers
In Ukraine, the proposed innovations are presented in a negative way. We are talking about raising the age limit for conscripts to 30 years. But in connection with the presidential elections, the innovation may not affect the army until 2021.
Summoning procedure
The conscript will be called to the military registration and enlistment office for the first time at the age of 16-17 years to register for primary military registration. The result will be the issuance of a registration certificate. Only during the conscription campaign should you come to the medical commission, which consists of a therapist, surgeon, ophthalmologist, ENT specialist, as well as a neurologist and psychiatrist.
After passing the medical examination, each doctor issues his opinion on the fitness category of the future conscript. The health group is noted on the military ID, and affects not only the suitability of the conscript, but also his ability to serve in certain troops.
In total, as before, there are 5 categories:
A - suitable even for the most elite troops. Such conscripts must have excellent health, certain height and weight parameters, as well as exercise and have endurance;
B - suitable with minor restrictions. There may be slight deviations in health. Not suitable for all types of troops. Most often suitable as a crew member and driver of armored personnel carriers, tanks, as well as anti-aircraft missile launchers;
B - limited use. Due to health reasons, a conscript is automatically enlisted in the reserves and serves only in wartime;
G - temporarily unfit. They give a deferment for health reasons from 6 months to a year. Then the conscript again goes through a commission, where his future fate is decided;
D - not suitable. A young man cannot serve in the army.
After the medical examination, the draft commission meets at the military registration and enlistment office. It is very important to remember that the young man is obliged to attend. They do not have the right to make a final decision on his suitability or the availability of a deferment without the young man.
The new rules for conscription into the army in 2021 did not affect the composition of the conscription commission and the rules for making decisions. The draft commission includes a chairman, who is a representative of the local administration, and a deputy chairman, an employee of the military registration and enlistment office. Also present is a secretary who keeps minutes of the meeting, a doctor, representatives of the police, employment and education authorities, as well as, if necessary, other government representatives.
In addition to health, at the meeting the conscript is questioned on many other indicators, in particular, they study family life, education, the presence of a military specialty, as well as whether there is a criminal record, problems with the law, what are the living conditions and many other issues. All this influences the final decision of the draft committee.
After the meeting, the conscript has the right to demand a protocol if he wants to appeal the commission’s decision. He has three months to do this. Until a court hearing has taken place on the appeal, the effect of the military registration and enlistment office's conclusions is suspended.
After the meeting at the military commissariat, if the conscript is satisfied with the decision and does not intend to appeal it, a control medical examination must take place. There they also hand over a summons, which contains instructions about the time and place where the conscript must appear with his belongings.
...and at sea
For the Navy, 2019 was the year of a change in commander-in-chief. In May, Commander-in-Chief Vladimir Korolev was replaced by Nikolai Evmenov, who previously commanded the Northern Fleet. It was under the leadership of Evmenov that the Russian Navy, within the framework of the strategic management command center "Center-2019", conducted the largest naval exercise in the last thirty years, "Ocean Shield-2019", during which the actions of inter-naval groups in the ocean zone were worked out. Evmenov also had to deal with the extremely difficult issue of replenishing the fleet.
During the already mentioned Army forum, contracts were signed for the construction of two multipurpose nuclear submarines with fourth-generation cruise missiles of Project 885M Yasen-M and two diesel-electric submarines of Project 677 Lada.
In the spring, the official ceremony of launching the Project 09852 K-329 Belgorod nuclear submarine, the carrier of the Poseidon ocean-going multi-purpose system, took place. The launch of the second carrier of the same system, the Project 09851 nuclear submarine Khabarovsk, is expected before the end of 2021.
In December, the Project 955A strategic missile submarine K-549 Prince Vladimir successfully completed a test cycle.
State tests of the Project 885M K-561 Kazan multi-purpose nuclear submarine with fourth-generation cruise missiles are at the final stage.
A few words about military service. In 2021, the Russian Navy ensured continuous combat duty by strategic missile submarines with periodic patrols at sea, including under the ice of the Arctic.
During the year, Russian Navy ships carried out 111 cruises to the Arctic zone, the Central and North Atlantic, the Caribbean Sea, as well as to pirate-prone areas of the Gulf of Aden.
It is expected that by the end of the outgoing year, the Navy will have to receive 25 ships, combat boats and support vessels, including five carriers of the Caliber missile system.
Anti-ship missile systems "Bal" and "Bastion" were supplied to the Coastal Troops.

The following cannot be drafted into the army in 2021:
Single fathers who raise a child without a mother. The deferment is granted until the child reaches adulthood;
Conscripts who are in the care of sick and elderly close relatives, provided that there is no one else to care for them;
Young men who have more than 2 children or one child and a wife who is heavily pregnant (more than 26 weeks);
Students of higher and secondary educational institutions, full-time departments, as well as postgraduate students;
Fathers of young children with disabilities. The deferment is provided until the child’s 3rd birthday;
Deputies of local and state authorities, as well as candidates for elections;
Customs officers, police, state drug control officers, firefighters.
There are a number of persons who are completely excluded from serving in the Armed Forces of the Russian Federation. These are citizens who have a criminal record or are serving a sentence in prison. Citizens who have had a close relative die while performing military duty, and citizens who served in the military forces of another country also have the right not to serve. No one will draft a person with an academic degree into the army, and therefore a candidate’s or doctoral dissertation may well become a ticket to a quiet civilian life.
Upon arrival at the meeting of the draft commission in 2021, it is imperative to have all the documents that can confirm the presence of valid reasons for the postponement. It is advisable to have copies of these papers. Of course, there is a plan for recruiting conscripts. But in 2021, only 15% of the army will be conscripts, and the rest of the contingent will be contract soldiers, that is, people who voluntarily joined the army and know what they want to get there. This is a responsible and correct approach to service.
What personal items can a conscript take with him?
Having arrived at the unit, the recruit becomes fully paid by the army. Therefore, it is recommended that he take a minimum of things with him:
- Food for several days and a supply of drink for at least a day (only in plastic containers).
- Outerwear for the season. After the start of service, it will either remain in storage in the unit, or the soldier will be able to send it home by parcel.
- Two or three changes of underwear and socks.
- Personal hygiene products: razor, toothbrush with toothpaste, soap (necessarily in a soap dish), comb, towel.
- Toilet paper or paper napkins (optional, but recommended).
- Plasters and bandages: Recruits wearing combat boots tend to get blisters.
- Black shoe polish and brush.
- A set of threads and needles. The threads must be of the statutory colors, that is, black, green and white. Whites will be needed the most.
- Envelopes and letter paper (no stamps required), ballpoint pens with spare refills, pencils.
- Books and magazines are allowed to be taken and stored, but, as a rule, a soldier has no time to read during his service.
- For smokers - cigarettes, preferably with a supply. Tobacco allowance in the army was abolished back in 2013.
- Money. It’s not worth taking large sums, but it’s worth having 4-5 thousand in small bills with you.
- Cellular telephone. However, he must be without a camera (any unauthorized filming is prohibited) and without the ability to access the Internet.
- GOI paste and a piece of felt or felt are useful for polishing the belt badge and buttons.
- Wristwatch (preferably cheap).
- Oddly enough, you are allowed to take musical instruments with you into the army - in particular, guitars. However, this is not recommended: as a rule, guitars in clubs of guitar parts are already available.
What is prohibited from taking:
- Deodorants and perfumes in cans (roll-on cans are allowed).
- Medicines (with the exception of the simplest ones - such as brilliant green, iodine or medical patches). A soldier can receive all medications only at the medical unit.
- Any alcohol.
- Equipment for photo, video and sound recording.
- Piercing and cutting objects that can be used as weapons. These even include nail scissors - it’s better to take cheap tweezers instead.
- Jewelry and ornaments. The only exception can be a pectoral cross or amulet for believers.
Rights and responsibilities of a conscript
All duties related to conscription military service are specified in the Federal Law. The most important thing that a conscript should know is that he must appear when summoned to the military registration and enlistment office. It can be presented by representatives of the military registration and enlistment office, the employer, the police, as well as the responsible person in the educational institution.
If the conscript has signed the summons, then failure to appear at the military registration and enlistment office may be considered an administrative offense. For the first time, a warning will be issued, then a fine of 500 rubles will follow. If a young man becomes an ardent draft dodger, he may face criminal prosecution. The fine in this case increases to 200 thousand rubles, and arrest for 6 months and imprisonment for up to 2 years is also possible.
If a young person believes that he was wrongfully assigned to a high health category, then the best way out is to seek an independent medical examination. In this case, the diagnosis may be confirmed, which is worth going to court. It is important not to enter into conflict with military registration and enlistment office employees, but to contact military lawyers.
Every year, and in 2021 too, during the conscription campaign the Ministry of Defense hotline operates. You can use this number to leave a complaint, as well as consult with a specialist. When presenting documents to the military registration and enlistment office, it is advisable to keep the originals with you, giving only copies.
Decree of the President of the Russian Federation
We already know that the terms of operation of the conscription campaign are prescribed in Russian legislation, and therefore they are known in advance. The conscription starts only after the issuance of a decree of the President of the Russian Federation, the signing and publication of which takes place on the eve of the conscription period. It contains a text addressed to the Ministry of Defense and the bodies representing the executive branch, and describes the tasks of ensuring conscription activities and transfer to the reserve.
Based on the above document, the Ministry of Defense is developing orders for military commissariat units.
Call 2021 - pleasant little things
Changes in conscription into the Russian army from 2021 do not concern either the terms of conscription or the conscription age. Even the periods of spring and autumn recruitment into the army do not change. Only a few minor adjustments have been made.
For example, now it is not necessary to take a huge amount of things from home. Each conscript is given a small travel bag - a mobile bag that will contain everything you need, including personal hygiene items and shaving supplies.
Another small innovation is napping for conscripts. Now during the service there will be a special time for sleeping during the day. This has a beneficial effect on health and general physical condition.
