Report on inspection of family living conditions - form and sample 2021

Form

Such checks are carried out by special commissions. All details, including conclusions, are recorded using the appropriate act. To compile it there is no need to use a unified form. The document is drawn up in a free style. But, despite this, detailed information must be present not only about the home being inspected, but also about family members.

What types of living conditions are there?

In different families, the living conditions of children can vary significantly. They are not always positive. Representatives of the commission need to identify the reasons why people live in poor housing conditions. There are three main types of living conditions:

  1. Unsatisfactory . As a rule, this type involves gross violations of hygiene and sanitary standards. For example, this may be excessive dampness, the appearance of fungus and mold, poor lighting, or water undrinkable. This is also the poor technical condition of the home, for example, parasites in the apartment, fallen plaster, leaking roof, wobbly walls.
  2. Satisfactory . Electricity, water supply, gas supply and other communications are present. But at the same time, the family may still need some help. For example, if a family has 3-5 people, but lives in a one-room apartment. Accordingly, these residents need to expand their living space.
  3. Comfortable . Essentially, this category includes conditions that are above average. In addition to the basic ones, the family also has additional conditions. For example, a large home is located near shops, schools, and medical institutions. The house has security and a concierge. The home is located in an area with developed infrastructure.

As you might guess, depending on the type of conditions, a decision is made to register as a family in need of social assistance. Some may have thoughts about deliberately worsening their living conditions in order to receive help from the state. However, this is pointless. You need to know that if such fraud is discovered, the family will face serious punishment.

Contents of the inspection report

The applicant and his family members do not have to worry about how to fill out the report; everything will be completed by the responsible employees of the inspection organization.

This document reflects the following information:

  • Name. Reflected in the center of the document, usually in bold font.
  • The date when the document is filled out in the “day, month and year” format.
  • The locality (city, village, settlement, etc.) in which the housing being inspected is located.
  • List of persons included in the commission.
  • Information about the family that lives in the target apartment.
  • Full name of the applicant and all members of his family. Particular emphasis is placed on “from which person” the audit is being carried out. For example, if a form is filled out for a school, then the main person checking will be the student.
  • Features of the living space. In particular, the total area, number of rooms, living area, number of floors, and so on. Usually indicated in comparison with standards (if we talk about area).

Example: According to the standards adopted in the inspection region, each resident must have at least 15 sq.m. housing area. When drawing up the act, the total area of the apartment, the number of residents, the size of the area for each of the registered persons and the normatively permissible area are indicated.

  • Financial condition of the family. This element is not always reflected in the act, but only if the inspection is carried out with the aim of registering residents as low-income. In such a situation, income certificates will be required.
  • Features of housing. This section reflects the presence or absence of all important communications, the presence of furniture and appliances, as well as any other existing features or improvements. In particular, a general definition of the repair performed may be given.
  • Conclusion. A brief description-conclusion about what the commission members saw, heard or read. Recommendations for residents may also be located here.
  • Signatures and seals.

The features and data of each act may differ from each other depending on the purpose for which the inspection is carried out. It should also be remembered that if residents do not agree to photo or video filming performed by members of the commission during the inspection process, they can refuse this element. If they do not refuse, photo and video recording will be carried out.

When is a living conditions inspection carried out?

If we talk about children, then checking their living conditions can be carried out in different cases:

  • regular violation of discipline in educational institutions. These include fighting, truancy, inappropriate communication with teachers and peers;
  • the child is registered with the police;
  • guardians have decided on parental rights, and it is decided where he will continue to live;
  • adoption of a minor. In this case, the living conditions of the new family are carefully checked;
  • change of place of residence. Inspecting authorities must make sure that the child’s living conditions in the new home will not deteriorate;
  • teachers or neighbors contacted social services. Usually these are complaints about harsh parental behavior towards the child;
  • the child needed medical attention due to a domestic injury. Perhaps it was not obtained by accident, and not due to the cruel treatment of guardians;
  • the minor is under investigation or a police report has been filed against him.

You need to understand that checking your living conditions can prevent undesirable consequences. The commission does not always come by prior agreement. Often the inspection team can “swoop in” without warning, which will allow you to see the real picture.

Why is a housing inspection report drawn up?

Everyone knows that today there are quite a large number of families who live not only in unfavorable, but also in dangerous conditions. And it is children who suffer most from this, who simply do not have a place to play, relax, or do their homework. In fact, such children cannot live normally. Quite often in such families the correct daily routine is not observed. This could be unsanitary conditions, poor nutrition, etc.

Thanks to home inspections, responsible authorities identify disadvantaged families who need help. The inspection commission must determine the causes of such problems. For example, if such a situation arose due to life circumstances, the family may be entitled to social assistance. However, often a family is considered dysfunctional precisely because of the parents. In this case, the responsible authorities must exert the necessary influence on them. At the same time, parents must understand that if the lives of their children are not improved, they may be taken, for example, to an orphanage.

If a family is preparing to adopt a child, checking living conditions is an important step in this procedure. Here, representatives of the commission must confirm that the adoptive parents have created all the conditions that will allow the child to live a full life.

How to obtain a certificate of examination

In order to obtain this certificate of living conditions, you need to follow fairly simple instructions. Let's consider the question in more detail.

Procedure

Instructions for obtaining a certificate:

  1. Contact the local administration and check the social security contacts (this point can be skipped if the applicant knows where the social security is located).
  2. Contact the social security authorities and submit an application for verification.
  3. Receive a receipt confirming that the application has been accepted and will be considered.
  4. After this, a special commission is assembled to consider the application.
  5. Based on the results of the commission meeting, a date and time for the inspection are set, and the applicant is informed about it.
  6. At the specified time, the applicant is obliged to provide access to the residential premises.
  7. An inspection is carried out, which includes not only an inspection of the property, but also communication with neighbors, family members of the applicant, responsible representatives of the housing office or management company (management company), local police officer, and so on.
  8. An inspection report on living conditions is drawn up.
  9. The document bears the signatures of the applicant, his family members, as well as all members of the commission that conducted the inspection.
  10. The act is fully drawn up, stamps are affixed and the document is registered. Only after this one of the copies is given to the applicant.

Minor

When drawing up such an act, the commission determines the standard of living of a child who has not yet reached eighteen years of age. During the inspection, specialists check

  • family status and income;
  • child health;
  • to what extent the housing complies with sanitary standards;
  • does the child have clothes and shoes;
  • how the child reacts to strangers;
  • how safe is living in this house;
  • Does the child have a place to sleep, spend leisure time, and do homework?

What applies to offenses committed in the sphere of family and domestic relations?

Potential victims of family brawlers are primarily spouses and close relatives who are prone to committing violent illegal acts, their neighbors, and much less often, colleagues or even strangers.

As evidenced by the materials of administrative and criminal cases, the vast majority of illegal acts in the family are committed in conditions of obviousness, they are preceded by long-term conflicts, well known to others and manifested in actions that create a legal basis for the intervention of internal affairs officers.

Student

The need to check the student’s living conditions arises when he regularly does not complete homework, exhibits bad behavior at school, and communicates aggressively not only with peers, but also with teachers. Responsible persons check not only the availability of places for recreation and study, but also all necessary school supplies. As you might guess, all conditions must be created for the student so that he has the opportunity to study normally. Inspectors also determine whether parents help with homework, or whether the child is left to his own devices.

“Prevention of crime in the family and household sphere is based not only on methods of persuasion, but also on methods of administrative and legal coercion. Preventable domestic conflicts reduce the level of committing serious and especially serious crimes.”

What relates to the rights of the child in the family

Family law is a set of legal norms regulating family, i.e., personal and productive property relations that arise between people through marriage, consanguinity, and the adoption of children into the family for upbringing. Marriage is a legally formalized free and voluntary union of a woman and a man, aimed at creating a family and generating mutual rights and obligations. It is based on a feeling of love, true friendship and respect - the moral principles of building a family.

The Universal Declaration of Human Rights states that children should be subject to special protection and assistance.

Who needs you in this world? Comment to whom and why

Friends - even more than relatives. Because with friends we are connected by common interests. And I had to leave my relatives in different parts of my homeland - Transbaikalia, Arkhangelsk, Mariyel, the Urals - in each side a piece of my heart lives where someone from our family was born. Wherever I lived, I always met wonderful people who became friends. - I can’t live without friends!

The city and the country need it, at least for the fact that I bring light and goodness through my deeds into economic and social life. And that the birth will not stop through children, which means that work will continue. And strictness in upbringing should bring healthy benefits, and not harm to people (I hope they won’t go to various parties like goths or emo))). I also wrote social projects and hope to win at least one competition, for sure - no one in our city will do what I came up with! ))
