Citizens usually begin to understand what the BTI (technical inventory bureau) is and what it does when they collect certificates for processing real estate transactions. Field of activity
The ownership of BTI property is not registered. This work is the scope of activity of Rosreestr authorities. BTI performs the functions of collecting, processing, storing and providing information about real estate objects. The file cabinet stores information about all houses, apartments, and land plots in a specific region. They take into account real estate of different forms of ownership, residential and non-residential buildings, suitable for use and subject to demolition. One of the functions of the BTI is the compilation of statistical reporting on the housing stock.
Legislation
It so happened that such an important body over the many years of its existence was not subject to regulation of its activities within the framework of the relevant law. The organization's activities are currently based on the following provisions:
- Land, Housing and Town Planning Codes;
- Federal Laws No. 135 of 1998 (regulates valuation activities), No. 221 of 2007 (regulates the existence of the state cadastre of real estate), No. 218 of 2015 (dedicated to state registration of real estate). With the adoption of the last two laws, the role of the BTI was significantly reduced; only technical inventory issues remained under the bureau's jurisdiction;
- numerous by-laws. Until 2013, the most important role among them was given to government decree No. 921, adopted in 2000 and declared no longer in force. A similar fate befell departmental acts such as the orders of the State Committee for Construction of the Russian Federation, created on its basis.
In the field of real estate, basic powers are gradually transferred to Rosreestr, and the main body of data is concentrated in the cadastre. And the bureau retains functions of a purely technical nature. For residential buildings, they are regulated by Decree No. 1301, adopted by the government in 1997.

Responsibilities
According to the Decree of the Government of the Russian Federation of April 30, 2009 N 388, the responsibilities of the BTI are:
- conducting a technical inventory of housing;
- conducting an assessment of real estate, determining the tax base for property tax;
- issuing certificates and consulting on issues of state registration of housing stock.
Real estate accounting

Inventory
A technical inventory is carried out to collect information about the quantitative and qualitative composition, wear, and structural properties of the object. Depending on the reason for it, it can be:
- Primary. It is carried out during the construction of a new object.
- Planned. It is carried out after five years to clarify the data.
- Unscheduled. It is carried out during restructuring, redevelopment, reconstruction, demolition of an object, change of ownership.
Redevelopment of the premises
Carrying out construction work to change the configuration of housing or the purpose of premises is considered redevelopment. All these operations can be carried out only on the basis of permission received from local authorities. Redevelopment without approval and changes in technical documentation leads to the imposition of penalties on the owner of the premises. In addition, he cannot sell, donate real estate, or use it as collateral. After construction work, you need to invite a BTI specialist. He will record the changes and draw up a certificate to correct the technical passport.

Clients
BTI employees report data on real estate objects upon request to executive authorities or individuals who have ownership rights to the object. Information is necessary when registering real estate transactions and obtaining a secured loan. Certificates are issued upon presentation of a passport and a receipt for payment of state duty. A month is allotted for the preparation of the certificate from the date of submission of the written application. The certificate is valid for a certain period. This must be taken into account when collecting a large number of documents. Certificates prepared by BTI specialists can be obtained at the MFC or through the public services portal.
Basic powers and functions
The powers of the territorial branches of the BTI to carry out technical control over real estate objects are regulated in Resolution No. 921 of December 4, 2000 of the Government of the Russian Federation. Documents drawn up by the BTI contain legal, indisputable data about real estate, revealing the technical essence and content of the object: apartments, buildings, premises. Certificates from the BTI, extracts, passports and plans, and other documents issued by the bureau are accepted by all organizations and authorities and have legal force.
Inventory function
When a new facility is commissioned or as a result of a change in the physical parameters of the building (major or current repairs, reconstruction with redevelopment), the need for an inventory for tax purposes arises. The following objects are also subject to mandatory inventory:
- erected without permission, without obtaining the necessary permits;
- unfinished construction, “long-term construction” that is being mothballed;
- controversial or ownerless.
Territorial technical inventory bureaus also record the fact of demolition of a building. Based on the results of the examination, a technical passport is generated.
Property valuation function
Currently, there are three types of assessment of an apartment or building: inventory, cadastral and market. The inventory assessment of real estate is carried out by the BTI with the issuance of relevant documents. The peculiarity of the inventory assessment of a real estate property is that it takes into account only:
- total area of premises divided by purpose;
- year of construction of the building;
- building materials that were used for laying walls and constructing floors;
- presence/absence of alterations and deviations from the original BTI plan.
The BTI does not evaluate the advantages of the geographical location of an apartment or building. This parameter is taken into account in the cadastral value. The inventory value is much lower than the market value, taking into account all factors, including: repairs, proximity to main transport lines, advantageous location. The purpose of obtaining the inventory value is to create a base for tax deductions on real estate transactions, as well as to legalize information for drawing up agreements on joint shared construction and mortgage lending.
Registration of redevelopments
In the process of carrying out a major renovation of the premises with expansion, creation of new external and internal openings, demolition of partitions, a project will be required, which requires not only a technical passport, but also a floor plan with an explication of residential premises. The BTI issues such documents. After completion of the repair, the technical inventory bureau technician will record the actual changes and subsequently issue a new registration certificate and the necessary certificates.
Issuance of certificates and other technical documents
Any real estate transactions or changes in the technical parameters of an apartment or house are impossible without title documents and technical examination. The responsibility for preparing and issuing such documents is also assigned to the BTI at the location of the property.
What services does the bureau provide to the population?
All citizens of the Russian Federation, legal entities - residents and non-residents, non-profit organizations and charitable foundations, individual entrepreneurs have the right to use the services of BTI according to the territorial location of the property. The most popular services are certificates from the BTI and extracts with information about:
- absence/presence of property;
- floor plan of an apartment building;
- apartment plan indicating the area;
- explications (form N 22, 25);
- actual condition of the property.
Also in demand is the service of obtaining an extract from the technical plan of the BTI (form 1a), an extract from the BTI for the conversion of attics, basements, mansards, semi-basements into exploitable premises. For all documents there is a form recommended by the Ministry of Justice; a certificate from the BTI on the absence/presence of property is carried out on a strict reporting form, as it is the basis for receiving state and municipal cash subsidies.
Technical certificate
This is one of the main documents of the building. It is drawn up when the facility is put into operation after completion of the primary technical inventory. The technical passport consists of a graphic part and a written part.
In the graphic part, the object is depicted in relation to neighboring territories, roads, and engineering structures.
The written part contains the following information:
- mailing address;
- inventory or cadastral number;
- dates of construction, major repairs;
- building plan;
- explication;
- technical description;
- improvement data;
- information about affiliation;
- price.

What documents are needed for application?
Documents for submitting an application. To obtain BTI documents, you will need a passport and a property document. An individual submits an application for a certificate - it is filled out on the spot. The organization, instead of an application, submits a letter of guarantee on its letterhead. If the documents are prepared by a representative, he needs a power of attorney.
The documents required for obtaining a technical passport are the same as for submitting an application.
If you are the owner and registered ownership of the apartment after January 1, 2021, the extract should be on hand. If you are not the owner of the property, you will only be given an abbreviated extract from the Unified State Register of Real Estate. BTI in 2021
In 2021, Law No. 218-FZ of July 17, 2021 came into force. “On state registration of real estate.” According to this law, a unified real estate register was created. It combined data from the register of rights and the real estate cadastre. This work will be carried out by state budgetary institutions (GBUs) created by the constituent entities of the Russian Federation. Many of them will be formed during the reorganization of BTI.
Important! An application for registration of rights and cadastral registration can be submitted simultaneously. They will be accepted at any office of the State Budgetary Institution, regardless of the region in which the property is located.
Changes in legislation will simplify the procedure for processing documents and reduce the time required for their preparation. The number of certificates for carrying out transactions will decrease, the time for providing public services will decrease.
Authorized Subjects
Data reconciliation is carried out by a legal entity authorized to conduct an inventory. The main institution is the BTI, whose branches are located in the regions and are supervised by the federal Bureau.
Information is stored here that reflects technical information about the premises of the housing stock.
BTI carries out unscheduled inventory work, charging for this a proportionate fee established by law.
Her responsibility includes interaction with:
- with Rosreestr;
- Housing and communal services, housing departments, etc.;
- Committee on Land Resources and Land Management;
- departments of architecture and urban planning;
- structural divisions of the administration.
The planned state inventory is carried out by specialized state institutions and unitary enterprises included in the list of entities authorized by the Federal Agency. The list precedes the start of work and is certified at the government level.
Reconciliation of units of land objects is carried out by branches of the Federal State Budgetary Institution "Rostekhinventarizatsiya", which conducts topographic work on the ground and compiles cartographic types of documentation.
Their creation is carried out jointly with the establishment of the State Real Estate Cadastre, as well as in accordance with Orders of federal and regional authorities.
