Registration without hassle: marriage certificate from the registry office

For any long-term change of residence, Russian laws require registration. People in the old fashioned way call this procedure registration, especially when it comes to permanent registration. Although this is not the same thing, since registration is of a notification nature, and registration had a permitting nature. An application for permanent registration when changing place of residence is filled out in Form 6.

Sample certificate in form No. 6

The applicant must fill out a special form, which will be given to him by the migration service or other authority to which he applies for registration.

In this form you must indicate:

  • Full name of the applicant.
  • His passport details.
  • Department of the Federal Migration Service to which the application is submitted.
  • Registration address.
  • Certificate of ownership of housing.
  • The address where you need to deregister.

At the end there is a signature and date.

Persons entitled to request a certificate

Records of personal events contained in the registry office book are confidential information. Anyone cannot obtain a certificate of the relevant civil status record to satisfy their curiosity or use this information for personal gain.

Civil registry office employees have the right to issue a marriage certificate:

  • the person whose marriage was recorded;
  • close relatives of the deceased person (upon presentation of documents certifying the relationship);
  • the guardian or trustee of the incapacitated person whose marriage was recorded;
  • a representative of someone from the above circle of persons, acting on the basis of a notarized power of attorney;

Information from the civil registration book may be requested by investigative authorities or a court acting legally.

What is Form 6?

When staying at a new place of residence for more than 3 months, a person is required to register. For this purpose, a special form 6 of the registration form was created. This document is simultaneously used for registration at a new address and deregistration at the old one.

The form has two parts: the first is for entering information about registration at the new place of residence, the second is for information about deregistration at the previous address.

That is, this form was created for situations when a person has registration, but he changes his permanent place of residence, which means he must change his registration.

What is a document and why might it be needed?

Information about marriage is recorded in the internal documents of the registry office. Records of marriages are required to be recorded and stored, so even after time has passed, they can be accessed.

The marriage certificate is an extract from the archive books of the registry office. It may be needed in the following situations:

  • When assigning a pension.
  • To prove the fact of a change of surname by one of the spouses when changing marital status.
  • When assigning social benefits.
  • To prove kinship with the deceased when resolving issues of inheritance of property.
  • If the marriage certificate is lost or damaged.

How to obtain online extracts from the registry office

As the department explained, such statements may be required to automatically fill out applications on the government services portal, check their correctness, and also receive government support measures proactively (automatically, without an application). The request for vital records on the portal appeared thanks to a new service. According to Deputy Head of the Ministry of Digital Development Dmitry Oguryaev, more than 10 thousand people used the service in the first 24 hours. “It’s very convenient when you can fill out an application without resorting to paper documents,” he said. For many, electronic statements help to remotely conduct purchase and sale transactions, which often require confirmation of marital status.

Parents can also use the service when filling out applications for child benefits. To avoid entering information manually, they need to request it directly from the registry office. To do this, you need to enter the state or “Family and Children” section of the portal, select the required document and confirm your request.

The Ministry of Digital Development emphasized that citizens with a confirmed account on the government services portal can use the service. Today it is almost 80 million people. If they wish, they can subscribe to automatically update documents, and they will be stored in an up-to-date form on government services in their personal account. Deputy Head of the Federal Tax Service Vitaly Kolesnikov said that information from the civil registry office is required when receiving a large number of state and municipal services. To launch the service, it was necessary to digitize more than 500 million documents that were issued from 1926 to the present day. The procedure was completed only last year.

By the way, thanks to digitized documents from the registry office register, Russians have already begun to receive most support measures proactively: without unnecessary certificates and in most cases automatically. Thus, a certificate for maternity capital is issued upon registration of the birth of a child at the registry office.

In May, the Ministry of Digital Development, together with Rosreestr, launched an electronic service, thanks to which users of the public services portal can receive extracts from the Unified State Register of Real Estate (USRN): these are extracts about the property, about the registered rights to it, about the transfer of rights to the property. They arrive in the user’s personal account in the form of an electronic document certified by an enhanced qualified signature of the rights registration authority. Such a document is equivalent in comparison to the traditional paper version certified by an official of Rosreestr. It is planned that by the end of the year all types of extracts from the Unified State Register will become available to users.

Obtaining an extract about a property is paid and will cost 350 rubles for an individual and 700 rubles for a legal entity. An extract on the characteristics and rights to an object will cost 290 and 820 rubles, respectively, and an extract on the transfer of rights - 290 and 580 rubles.

Differences between certificates

A birth certificate (certificate) issued in a maternity hospital is the main document identifying the child’s identity until he reaches the age of 14 years. Receiving it is the responsibility of every parent.

A birth certificate from the registry office is a regular certificate confirming the fact of the birth of a child. Parents are not required to receive this document. However, in its absence, they will not be able to qualify for one-time financial support from the state.

Separate unified forms are provided for the preparation of both documents.

How long is it valid?

The certificate of state registration of marriage is unlimited . It loses relevance only when the citizen’s marital status has changed. Notarized copies of a document have the same force as the original. They can be produced if the document is needed by several people or is used very often.

Let's summarize. A marriage registration certificate can be obtained on forms 27 and 28. It can be ordered by contacting the registry office, MFC, or sending a request through the State Services portal. The state fee for obtaining a document is determined by law and is 200 rubles.
