What problems may arise
A school is, first of all, an institution that provides educational services. The recipients of these services are children studying at this school. Accordingly, low-quality educational services should be considered a violation of the rights of students contained in Art. 34 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation.” A variety of factors can be a manifestation of low-quality educational services, but we will consider the most common problems in this area.
Denial of admission to school
The above-mentioned provision of the law enshrines the principle of freedom to choose an educational institution, regardless of place of residence, social status, availability of vaccinations, etc.
You must complain to the education department about an unlawful refusal to admit a child.
Refusal to accept a child because of his social status, gender, race, or even lack of vaccinations is a direct manifestation of discrimination and is a criminal offense. In this case, the complaint must be submitted directly to the prosecutor's office.
However, there are exceptions to any rule:
- A child’s enrollment in a school other than their place of residence may be denied if there are no places left at the school. The fact is that, although anyone can apply to the school, the priority for enrollment will be different: first, preferential categories of citizens are enrolled, then those who are registered near the school, and only after that everyone else. This approach is legal and enshrined in Order of the Ministry of Education and Science of the Russian Federation dated January 22, 2014 No. 32.
- A refusal to accept a student will be lawful if, due to his state of health, he requires special conditions of detention and education that this educational organization is not able to provide for him.
Teacher Misconduct
The teacher directly works with the child, so most of the parents' complaints about the school are related precisely to dissatisfaction with the teachers. In particular, the reason for a complaint against a teacher may be:
- infringement of the honor and dignity of a schoolchild: psychological pressure, physical violence and other elements of bullying a child;
- obvious underestimation;
- violation of educational standards;
- extortion of funds;
- The teacher cannot cope with the job and cannot control the children.
When complaining about a teacher, you should first contact the director. As the teacher's immediate superior, he is authorized to take disciplinary measures against his subordinate. Hooliganism by individual students
Each class has its own bully, whose behavior leaves much to be desired. But what if by his actions he not only disrupts the educational process, but also harms his classmates? Such situations should be regulated by school management. When notes in the diary and conversations with parents do not help, a collective complaint to the school principal about a student from parents can initiate more serious proceedings, up to and including the expulsion of the negligent student.
Poor state of the school fund
The situation with the state of repair of the school building, furniture and other material assets that make up the school fund is complex and ambiguous. On the one hand, this may indicate poor performance of the director, who does not know how to distribute the school budget, or corruption within the school walls, and on the other hand, it may indicate the meager funding of the budgetary institution. You should not put up with the poor condition of repairs or furniture, because ultimately this can affect the child’s health. However, you should not rush to file a complaint with the Department of Education or other supervisory authorities. Without understanding the situation, you can achieve a completely different result than you need: the director will be fired, and the school will remain in disrepair.
First of all, the situation needs to be discussed with the director himself: what is the reason for the current situation. Of course, with a high degree of probability he will say that the problem is a lack of budget funds. But if there really isn’t enough money, the manager will only support the parents’ initiative to write an appeal for budget allocation.
Therefore, in this case, it is better to write not a complaint against the director, but an appeal to the education department with a request to allocate funds for the school. If there is reason to think that the director is appropriating part of the budget for himself, this should be reported to the prosecutor's office.
Extortion of money
They can try to extract money from parents in different ways. If employees of an institution ask for a bribe to admit a child to school, for a loyal attitude towards him, or simply for good grades, this is a reason to contact the prosecutor’s office.
Monetary contributions collected for the maintenance of the class, gifts, trips to museums and theaters, repairs are exclusively voluntary in nature, no one has the right to force their payment. Sometimes the school asks for larger contributions: to replace windows, renovate premises, etc. It's up to you to decide whether to pay them or not. It is quite simple to check the purity of the intentions of school employees: offer to purchase the necessary materials yourself or through the parents.
Poor work of the school canteen
Children's nutrition must strictly comply with SANPIN 2.4.5.2409-08. It describes the sanitary requirements for the premises and staff of the canteen, for utensils, food, etc. Obvious violations are low quality and small portions of food, a dirty dining room, the presence of rodents and cockroaches, dirty dishes, etc.
Compliance with sanitary and epidemiological standards is monitored by Rospotrebnadzor, to which you can send a complaint with photographs of violations.
Of course, this does not exhaust the list of possible violations by schools. Any violation of the Law “On Education” can be appealed to government authorities.

Parents can initially contact a special school commission that prevents disagreements if:
