Taking into account the fact that Tad******va S.M. is a citizen of the Russian Federation, is not a person permanently or temporarily residing or temporarily staying on the territory of the Russian Federation, a state of national (civil) affiliation Tad******va S.M. is the Russian Federation, therefore, national documents for it are documents issued by the competent authorities of the Russian Federation for use on the territory of the Russian Federation.
Thus, the provisions of the legal norm (Article 25 of the Federal Law “On Road Safety”), which allows driving a vehicle in the Russian Federation on the basis of a foreign national driver’s license, are not applicable to citizens of the Russian Federation; they apply to foreign citizens temporarily staying in the Russian Federation .
Do I need to pay fines before replacing my driver's license?
It is believed that a new driver's license can only be obtained after paying all outstanding fines. This opinion has no legal basis; all reasons for refusal are listed in paragraph 23 of PPRF No. 1097. However, it is not worth going to the traffic police with fines unpaid for more than 70 days (60 days to pay after 10 days to appeal). Only those foreign national or international driving licenses that fully comply with the requirements of the Vienna Convention and other international agreements in the field of traffic rules can be exchanged for Russian ones.
For example, China is not a party to the Vienna Convention. This means that a foreigner with a Chinese license can legally travel with them to the Russian Federation, not forgetting to present a notarized translation into Russian. But he cannot simply exchange them for Russian ones - he can only re-register them for his license in the Russian Federation.

You should not delay replacing your license after 10 years until the last day indicated on the form. Driving with an expired license is the same as driving without one.
