Laws and regulations governing the relationship between car owners and the state, including those determining the period for vehicle registration, are no exception. One of such documents is the Federal Law dated 03.08.2018 N 283-FZ, which entered into force on January 1, 2021, “On state registration of vehicles in the Russian Federation and on amendments to certain legislative acts of the Russian Federation” and the by-laws adopted on the basis of in accordance with which the vehicle is registered with the traffic police. The law gives car owners certain deadlines to complete registration actions. In this article we will tell you how many days the owner has to register a car, how to comply with the requirements, and avoid fines for late reporting to the traffic police.

Where and how to register

Currently, registration actions can be carried out at any registration unit of the State Traffic Inspectorate (MREO). Within their region, registration plates during a transaction can be transferred to the new owner along with the purchased vehicle. If registered in another subject of the Russian Federation, an STS and registration number of the region where the vehicle is registered will be issued.

Before submitting an application to the traffic police within the established period for registering a car after purchase, you will need to prepare a package of documents, which must necessarily include a valid MTPL policy (clause 30.1 of Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950 “On approval of the Administrative Regulations of the Ministry Internal Affairs of the Russian Federation providing state services for registration of vehicles"). The absence of a policy will be grounds for refusal to register.

After preparing a package of documents for submitting an application, a preliminary registration with the State Traffic Safety Inspectorate is available today using the unified portal of state and municipal services, in the “Vehicle Registration” section of the website. To use this site you will need authorization. General list of documents that, at the time specified by law for registering a car after purchase, must be provided to the State Traffic Safety Inspectorate (clause 27 of Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for vehicle registration” ):

  • Russian Federation passport;
  • PTS and STS (if any), documents for numbered units (if available);
  • purchase and sale agreement (or other document on the basis of which ownership of the vehicle arose);
  • application for vehicle registration (not issued in all branches, but often it can be obtained completed on site for an additional fee).

If you have any of the following documents, you must also provide them:

  • Documents for numbered units;
  • customs documents on the temporary import of vehicles for a period of more than six months (clause 27.4.4 of Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950);
  • documents on the disposal of the vehicle (when restoring the registration of vehicles that were not actually disposed of, but had already been deregistered) (clause 27.4.7 of Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950);
  • resolution of the investigative body and documents that are the basis for identifying the vehicle (for example, an expert opinion), in the situation of returning the vehicle after theft (clause 27.4.9 of Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950).

Please note that Order of the Ministry of Internal Affairs of Russia dated March 20, 2017 N 139 canceled:

  • The right of traffic police officers to demand the presentation of a compulsory motor liability insurance policy upon registration - it is received as part of an electronic exchange (clause 15.6 of the order of the Ministry of Internal Affairs of Russia dated August 7, 2013 N 605 is excluded);
  • limiting the period of up to 10 days for obtaining the “TRANSIT” sign (clause 33 of Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 N 1001).

This does not mean that you may not have an issued MTPL policy, you just don’t need to provide it in paper form, traffic police officers will see it in the database.

It is useful to know that from January 1, 2021, when registering for registration and paying state fees on the State Services portal, there is a 30% discount. Thus, the fee for issuing registration plates at a discount will be 1,400 rubles instead of 2,000 rubles, a vehicle registration certificate will cost 350 rubles instead of 500, etc., Article 1. 333.33 and paragraph 4 of Art. 333.35 Tax Code of the Russian Federation).

On the appointed day, you must provide the originals of the listed documents and the car itself to the selected department of the State Traffic Inspectorate. The time allocated to department employees to register your car should currently not exceed 60 minutes. Exceeding is permissible only in cases established by law, for example, if additional verification of submitted documents is necessary or for technical reasons (no communication, electricity, etc.).

After receiving and checking the documents, the traffic police officer will check the data in the documents with the presented car - model, color, body numbers, chassis, VIN, etc. The result of registration will be the issuance to the owner of a new certificate in his name and numbers in case of their absence or at the request of the vehicle owner. At the same time, new information will be entered into an automated electronic database.

You can check the fact of entering and the correctness of the information available in the database using the traffic police website, in its “Vehicle check” section. There you will need to enter the VIN number, chassis or body of the purchased car.

Also, from August 4, 2021, changes are being made to the procedure, according to the Federal Law of August 3, 2018 No. 283-FZ “On State Registration of Vehicles in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation,” it will now be possible to register cars without visits to the traffic police in “specialized organizations”.

How long does it take to register a car after purchase?

After purchase, the period for registering the car is 10 days. The countdown begins from the day the contract is signed. The buyer must submit an application to the traffic police 10 days in advance. If it is submitted on the 10th day, and the STS is issued later (when going through the procedure through State Services), you will not have to pay a fine.

How many days are given to register a car that was purchased in another region?

The period for registering a car imported from another region is 10 calendar days after taking ownership. If the car owner does not have time to arrive in his region before the expiration of 10 days, he can issue an STS at his place of stay. If you violate the deadline for registering a car after purchasing it in 2021, the car owner will be fined. Please note that penalties for failure to comply with the deadline for registering a new or used car differ for individuals and legal entities. A citizen will be fined 1,500 rubles, an organization – at least 5,000 rubles, the fine can reach 10,000 rubles.

Important! Before contacting the State Traffic Inspectorate, the vehicle must be insured. To purchase compulsory motor liability insurance, it is not necessary to contact the insurance company in person; the service can be obtained online. It is recommended to print out the electronic policy.

Where to contact?

The period for registering a car after purchase is the same when applying to any traffic police department in the city. Whichever branch you choose, the application must be submitted within 10 days, otherwise a fine cannot be avoided.

Also, the registration period, that is, the duration of registration actions, does not change in different branches. The applicant will spend the same amount of time. You can choose any traffic police, regardless of registration. If the region of registration of the vehicle does not coincide with the region of registration, inspectors do not have the right to refuse the service. However, when registering transport in another region, after receiving the STS, you will have to contact a specialized company and order plates with license plates. The State Traffic Inspectorate will assign license plates to vehicles with the code of the region where the owner is registered, but will not issue plates.

The process of registering a deregistered vehicle with state registration involves a certain sequence of actions:

  1. Initially, the new owner of the car calls the seller and agrees on a joint trip to the traffic police. The new owner must have a complete package of documentation with him (his own and the vehicle), and the former owner must have a passport for personal identification.
  2. Documents are handed over to an authorized employee.
  3. The new owner goes to pay the state fee, after which he returns.
  4. You will have to bring the vehicle to a specially equipped site of the State Traffic Inspectorate for inspection. If the owner does not have the right to drive the car due to the lack of a title, then the car should be transported to the site using a tow truck.
  5. Traffic police officers will conduct an on-site inspection of vehicles. During this process, they will check the numbers present on the power unit and body with the data specified in the register of deregistered vehicles. For these purposes, State Traffic Inspectorate specialists will need a purchase and sale agreement.
  6. If during the inspection of the vehicle no violations are revealed, and all documents provided by the owner are in perfect order, then the state registration of the vehicle will be successful.

Attention! If a citizen bought a car from a reseller with a canceled registration, then he may have problems. The difficulties arise from the fact that only the owners of the car – former and new – can participate in the state registration process.

How long does it take to register a car with the traffic police?

If a car owner arrives at the department without an appointment, most likely he will have to stand in line before the car is registered. Registration time is 30 minutes. This is the duration of the procedure according to the regulations of the State Traffic Inspectorate. But the procedure almost always takes longer. As a rule, it takes one to two hours to complete registration actions at the capital’s traffic police.

How long it will take to register a car depends not only on the branch and the number of visitors, but also on how well the car owner has prepared for the procedure. If not all documents are collected, the applicant will be refused, he will have to go for the missing papers and contact the traffic police again. What to do if the buyer does not re-register the car

If, as a result of the check, it turns out that the buyer has not re-registered the vehicle in his name, then he should contact the traffic police department and write an application to deregister the vehicle. The basis for this action will be the contract for the sale of the car and the applicant’s passport.

For the new owner, operating a car that is not registered can result in monetary fines. It is not recommended to take any actions aimed at damaging the situation for an unscrupulous buyer, for example, writing a statement about disposal or theft. This may have negative consequences.

Deregistration based on a purchase and sale agreement is not required if the new owner promptly re-registered the car in his name. But if he did not take this step, then it is worth filing an application in order not to receive fines and pay tax.

In accordance with Russian legislation, all owned cars must be registered with the traffic police. When selling a used vehicle, the seller should check whether the new owner has re-registered the car.

The most reliable method is to contact the traffic police department, and residents of Moscow and the Moscow region can use the autocode service. A sold car can be a source of expense, so it is worth promptly notifying the traffic police that it is no longer your property.

How long does it take to register a car when registering through State Services?

The time frame for registering a vehicle when registering with State Services is the same as when submitting an application directly to the State Traffic Inspectorate office. According to the regulations, the procedure should take half an hour, but in reality the owner of the car will spend at least an hour in the traffic police. But in this case, he will receive the service by appointment, and he will not have to stand in hours-long queues.

Knowing how long it takes to register a car with the traffic police, you can plan a visit to the department and sign up in advance through State Services. To do this you need:

  1. Log in to the portal
  2. Find the required service in the catalog
  3. Fill out the electronic form
  4. Select department, time of visit
  5. Pay the state duty (it can also be paid at a bank or through a terminal, but the State Services discount will not apply in this case)

How long does it take to register a car with the MFC?

The time frame for registering a vehicle at the MFC is standard; the procedure will take about one to two hours. The procedure is the same as in the traffic police. The owner of the car or his legal representative submits an application, submits a package of papers for inspection, and places the car on the site for inspection. The car is checked by an inspector, he checks the markings of the body, chassis and parts, VIN with the title. While the vehicle is registered in the database, the applicant has to wait, after which he receives the STS and license plates.

Important! The vehicle can only be registered at flagship MFCs. To register, you should use the website mos.ru. The user must log in, select the appropriate MFC, reception time, and enter the PTS number.

How much does a check cost?

Vehicle inspection is not charged . However, there are other costs associated with the procedure for registering a car, including for a license plate - 2000 rubles, for an STS - 500 rubles, and for issuing an electronic PTS - 600 rubles.

For possible additional examinations, separate amounts are charged, depending on the complexity and speed of the procedure. Moreover, if the initiator of the inspection is the traffic police, and its result did not reveal any violations, it is possible to sue for the money spent.

Can the previous owner stop registering the vehicle?

Knowing how many days are allocated by law for re-registration of a car after purchase, the previous owner can check the status of the vehicle after the sale using a specialized online service. If the vehicle is still registered in his name after the expiration of ten days from the date of conclusion of the DCT, he has the right to deregister it. All he needs to do is submit an application through State Services, attaching a scanned copy of the DCP. Payment of state duty and personal visit to the State Traffic Inspectorate are not required. Within a few hours after submitting the application, changes will be made to the registration data of the vehicle.

This threatens the new owner with additional problems. He will not only have to pay a fine for failure to comply with the deadline for registering the car, but also receive new license plates; existing license plates will be declared invalid. If the license plate is put on the wanted list, and the new owner is stopped by traffic police inspectors, he will pay a fine of at least 5,000 rubles, and the vehicle will be evacuated to an impound lot.

How to proceed?

Termination of vehicle registration may occur for the following reasons:

  1. The car was involved in a traffic accident and was seriously damaged. In such a situation, the owner can sell the car for spare parts or carry out repair work to fully restore its functionality.
  2. If the car was stolen by criminals, the first thing the owner should do is contact the law enforcement authorities with a statement. After the car is found, the owner can deregister it.
  3. The previous owner removes the car from registration if the new owner ignored the ten-day period for re-registration established by Federal legislation.
  4. The car had temporary state registration on the territory of the Russian Federation. After the permit expires, the owner must contact the traffic police and submit an application. After receiving a positive decision, he will be allowed to restore the state registration of the car.
  5. If the vehicle was operated under a leasing agreement, then after the expiration of this agreement, registration can be restored in two ways: by entering into a new agreement, or by prolonging a previously signed agreement.

Russian citizens should be very careful when buying cars on the secondary market. Before signing the purchase and sale agreement, they should check whether the car was deregistered, and if so, on what basis. In such a situation, you can find out about the permanent termination of state registration, for example, due to the gift of a car.

If the vehicle was nevertheless deregistered by the former owner, then the new owner must re-register it.
