Unlike the driver's license fee, which is a single payment, multiple receipts must be paid when registering a vehicle. Moreover, depending on the situation, both the number of payments and their sizes may change.

How to change a car registration certificate
The vehicle registration certificate is replaced in certain cases. This procedure will be rational if one of these situations occurs:
- The previously issued vehicle certificate has an error that the driver noticed only now;
- The person who owns the vehicle has changed his personal data, which is indicated in the STS (place of registration or full name);
- The vehicle registration certificate was damaged, causing some of the data to become unreadable or completely lost.
Registration of a new vehicle document is carried out at the State Traffic Safety Inspectorate. You can contact any department, anywhere in the country. But in order for the registration to be successful and to avoid any hiccups, you should collect some documents to confirm your identity, ownership of the car and the condition of the vehicle:
- Civil passport of the Russian Federation;
- An old certificate indicating that the car was registered;
- Application for a new STS;
- Passport issued for the car.
In addition, this list must include a receipt for payment of the state duty. Although it may not be included in the general list of documents, money must be paid. Traffic police officers themselves check whether the state duty has actually been paid. For this purpose, there is an electronic service that can provide information quickly and without unnecessary paperwork. But in order for the transport STS to be issued, compulsory motor liability insurance is not required.
As for filling out the application, it is drawn up on a standard form. Download the electronic version or get a form from the traffic police department. If the certificate used to confirm registration is being replaced, you must check the appropriate box. This note can be made if you want to get a new number after losing an old document or if the old document has already lost its relevance.
You can change the transport document virtually. For example, if registration is initiated on the State Services website. On the portal in question, you can sign up for a place in the queue to initiate the replacement of the old document with a new one. The platform provides a list of reasons for contacting. You should choose the one that suits you and put a mark next to it when you leave a request on the website:
- The document for the car may be lost;
- The car owner's details have changed;
- You need to get new STS to replace the lost one.
You can contact government services for most questions that arise when you need to take care of registering a vehicle registration certificate. For example, if you change this transport document after a changed last name or when the certificate is lost/damaged. Registration no longer necessarily takes place at the traffic police. When it comes to changes in the design of the car, an inspection is needed, which means you have to go to the traffic police and take the vehicle there. When changes are noted, the registration must be duplicated in OSAGO.
In what cases are duties paid?
For issuing a registration certificate - always. When performing any registration actions, the car owner receives a new registration certificate, i.e. 500 rubles must be paid in any case.
For issuing or making changes to the PTS - always. In this case, the amount of the fee depends on whether there is free space in the car’s passport. If the place has not yet run out, then you should pay 350 rubles, if there is no place, then 800 rubles.
Note. In 2021, electronic PTS began to be used in Russia, in which space cannot run out.
For issuing license plates - only if the traffic police issues registration plates. If the car still has “old” license plates, then this fee is not paid.
Penalty for driving without vehicle registration certificate
The driver must have at least an electronic STS on his car if he gets behind the wheel. If there is no registration, expect problems with the law. For example, if you did not take the document with you, you will incur a fine of 500 rubles. Although you can only get a warning if this is a one-time incident. The driver also risks being left without a car, which will be sent to the impound lot. If there is a certificate, but it is expired, pay a fine of 500 to 800 rubles.
