Marriage registration at the state level is carried out in order to respect the rights of the parties involved, and is also a tool for protecting the interests of the state. The concept, essence and features of concluding a marriage union are set out in the Family Code of the Russian Federation . If previously, to carry out this legal procedure, a couple had to contact a specialized institution (registry office), today Russians already have several options available for submitting documents to register a marriage.

There are about 25 million real estate properties in Russia without complete information about their copyright holders. Recently, the State Duma adopted a law that will simplify finding out information about these owners. Local governments will have the right to search for owners to include information in the Unified State Register of Real Estate. They will, in particular, find out this using information from the archives.

At the beginning of 2021, Rosreestr plans to submit a bill to the State Duma that will allow the registration of real estate in airfield areas without the approval of the Federal Air Transport Agency. This department does not see any threat to flight safety in these objects, said Deputy Head of Rosreestr Alexey Butovetsky. We are talking about dachas, private houses, gardens and vegetable plots.

The wording has been adjusted in the bill already submitted to the State Duma on the ban on the resale of information from the Unified State Register of Real Estate, which previously worried the business community. This law will not affect the work of professional market participants and services, Skufinsky emphasized. The law will directly prohibit the creation of duplicate websites and a ban on the resale of information, but this does not mean that Rosreestr data cannot be used to create analytical products, the head of the department explained. Currently, about 70 companies are connected to Rosreestr databases and have pledged not to violate such requirements. A year ago there were more than four thousand of them, requests were often sent automatically, which greatly slowed down the work of the portal.

At the beginning of next year, Rosreestr plans to launch a new version of its portal. Conditions for submitting an application to the MFC

As an alternative to visiting government services, multifunctional centers (MFCs) throughout the Russian Federation have been providing a whole range of services for documenting legal actions for several years, including accepting applications for registration of marriages.

Unlike a visit to the registry office, contacting the MFC will significantly save time on filling out documents and processing the application.

At the same time, it is necessary to understand that in carrying out legal procedures, the MFC is only an intermediary between the applicant and the government departmental service - all official decisions are authorized to be made by the relevant government body. The task of the MFC is to simplify and speed up the registration process.

Certificate of registration is issued by:

  • passport offices;
  • Housing Offices;

Certificates are issued according to two types of accounting - permanent and temporary. Any person over the age of 14 can submit a request. There is no fee for issuing registration certificates.

What are the features when registering foreign citizens at the MFC?

Registration of foreign citizens is carried out according to applications submitted in person by:

  • the citizens themselves;
  • establishments that employ them.

Submitting an application is possible through the mail, the local FMS department, or the MFC network. Foreign citizens are required to undergo the temporary registration procedure within 7 days after arriving in the country.

The specifics of filing an application for registration for foreign citizens include documents on the person’s movement and documents confirming the right to reside:

  • migration card;
  • a document confirming the availability of real estate in the Russian Federation or a document confirming relationship with a spouse, children or other relatives.

If there is no housing in the property, documents are required that determine the legality of registration in a certain living space, for example, an application from the owner.

How to register a person in an apartment without his presence?

A trusted person can register a person in an apartment without his personal presence. It must draw up a power of attorney, have it certified by a notary and contact the MFC or other authorized body. Documents to be provided:

  • passport of the person registering;
  • passport of the legal representative;
  • power of attorney certified by a notary;
  • a certificate of departure from the previous place of residence (if the person registering was deregistered);
  • completed form No. 6.

The owner of the property must appear in person. If the apartment is in municipal ownership, the Property Management Department must give appropriate permission for registration. Also for non-privatized housing you need:

  • consent of all those registered;
  • a social tenancy agreement drawn up in accordance with the requirements of the law.

Features of registration in a private house through the MFC

Registration in a private house is issued after submitting an application and a package of accompanying documents to the MFC.

The package of papers for permanent registration includes:

  • application for registration in form No. 6 or No. 1 (depending on the type of registration);
  • confirmation of ownership of a private house;
  • written consent of the owner or court order for occupancy;
  • a passport with copies of completed pages or a birth certificate - depending on how old the person being registered is;
  • home Book.

Temporary registration is possible, in which you need to provide a statement of consent of the owner and everyone registered in the house, as well as the agreement on the basis of which the residence is carried out (for example, rent).

How to check out of an apartment remotely?

If a person is in another city, you can deregister through an official representative or in person. You will need to personally contact the FMS or MFC unit at your point of stay and provide documents. If a person plans to register at a new place of residence, you can immediately apply for registration - and the deregistration will be done automatically.


You can check out remotely through the MFC with the participation of a trusted person. In this case, the following documents are provided:

  • passports of the applicant and authorized representative;
  • power of attorney;
  • application for discharge.

The power of attorney and application must be executed by a notary. All MFCs are required to deregister remotely.

Through the State Services website you can check out remotely completely free of charge. To do this, just register in the system, in the “Popular Services” section, select the “Registration at place of residence or stay” option. Select the deregistration service.

Next, select the “Get service” item, agree to the terms of the electronic contract, indicate personal data, information about the apartment, citizenship. To save your request, just click the “submit application” button. After its consideration, the applicant will receive an SMS or will be invited to the MFC branch to have their passport stamped. The standard processing time for an application is 3 days.

The procedure for registering a marriage through the MFC


The algorithm of actions for applying to the MFC if you intend to carry out state registration of a marriage is as follows:

  1. Preparation of documents that are submitted to the authorized inspector - here it is important to ensure the validity of the forms, since expired papers are not accepted when registering a marriage;
  2. A visit to the MFC of both partners intending to get married - in the absence of one of the future spouses, applications will not be accepted. As an option in this case - the original of the notarized power of attorney on behalf of the second partner to perform this action;
  3. Writing an application according to the provided sample directly at the MFC representative office;
  4. Payment of the state fee for carrying out registration actions using the provided details;
  5. Selecting the wedding date, as well as the registry office where the action will take place.

Procedure and terms of service provision

  1. The completed application is checked, registered and sent to the selected civil registry office, which also performs a data check.   2. Next, employees of the authority that received the application contact the future spouses to clarify and approve the date and time of the wedding itself.

According to the norms of the same law “On Acts of Civil Status,” registration is carried out one month after the department (not the MFC) accepts the application. The period can be either increased or decreased depending on the circumstances :

  • illness;
  • pregnancy status;
  • lack of free dates if you want to hold a ceremony.

Centers for state and municipal services greatly simplify the reception and receipt of many documents, and make it possible not to stand in line, but to sign up for a suitable time.

However, with regard to marriage registration services, the MFC only has the right to accept an application with documents, but does not issue certificates based on the result of the service, which is not very convenient, because you will still have to go to the registry office to get your documents (relevant for those who no ceremony needed).

What documents will you need to provide?

A request to register a marriage union requires a minimum package of documents. Married couples must prepare and submit the following papers to the authorized MFC inspector:

  • originals of civil passports of both partners, valid at the time of application;
  • a notarized power of attorney to perform actions on behalf of one of the future spouses (in the absence of a person);
  • a statement signed by both partners using a special template;
  • divorce certificates (if one of the partners was previously married);
  • receipts for payment of state duty.

  1. To submit an application, you need the personal presence of both people entering into a marriage relationship and their passports (originals and copies for the MFC employee).
  2. If one of the spouses was previously married, you also need a certificate of divorce from the previous marriage (or death certificate if the bride or groom is widowed), as well as the original receipt of the paid fee (after checking and accepting all documents, the original receipt will be returned with a note "extinguished")
  3. The application itself can be written by directly contacting “My Documents”; the operator must issue the form and help you fill it out. You can also pre-fill out the application yourself; the form can be easily found on the Internet.
    The form must be filled in:
    • Full name of the newlyweds;
    • their date of birth and age;

  4. passport data;
  5. registration of everyone;
  6. information about previous marriages, if any;
  7. desired wedding date;
  8. information about new names, if they change;
  9. as well as contact information.

How long will it take to register through the MFC?

Receiving documents for registration of marriage through the MFC may take a very short time - 15-20 minutes, after which the application is sent for verification within the strictly established time frame of the Family Code - at least 30 days from the date of application.

In other words, the law prescribes choosing the wedding date itself, taking into account the necessary time frame for verifying the legal capabilities of the spouses within 1 month - according to standard conditions.


In some cases, the Family Code allows for the possibility of accelerated registration in less than 30 days (and even on the day of filing the application) in the presence of special circumstances: pregnancy of the future spouse and the birth of a child, threat to the life of one of the partners or other exceptional cases.

How much does it cost to register at the MFC?

To register in 2021, you do not need to pay anything. All MFCs accept documents for free, but private companies that promise to process registration as quickly as possible can set their own rates. It is mandatory to issue an extract from the apartment - according to the law. a person can only be registered at one address. The period for registration through the MFC is 7 days.


In case of violation of this requirement, a fine is imposed. Foreigners can stay in the country for up to 90 days. How long they plan to stay within this period is not so important - if they leave Russia before the expiration of 90 days, registration is canceled.

If a longer stay is necessary, you will need to leave the country, re-enter or make a temporary registration. Ownership of real estate in the Russian Federation gives a foreigner the right to permanent registration.

Legal regulation

The creation of the MFC was intended to form an organization in which every citizen could receive numerous services. Therefore, you do not have to visit several organizations at once or pay money for the services of intermediaries. All actions related to the sending of documents or coordination between departments are carried out by MFC employees.

Why can they refuse?

There may be several reasons for refusal to register a divorce.

The most common:

  • the married couple did not submit all the necessary documents;
  • or these documents do not comply with Russian legislation or contain inaccuracies.

Sometimes the reason may be unresolved issues that can only be challenged in court.

Much less common are grounds related to violation of legislation in the field of registration acts and repeated appeals when the divorce has already taken place.

Also, MFC employees will refuse to accept documents for registration of termination of marriage in cases where:

  • the spouses have common minor children;
  • one of the spouses does not agree with the divorce and (or) did not appear at the MFC to submit an application.

In all these cases, the spouses need to go to court to dissolve the marriage.

Who can contact the extraterritorial center

In January 2021, PP No. 43-R came into force, containing information about the services that people can receive at any branch of the MFC. This solution simplifies the process of interaction with government departments.

Changes to this act do not apply to all regions in the country. Therefore, its implementation is carried out gradually, and based on the schedule, the process will last until the end of 2021. Therefore, before visiting the chosen branch, it is recommended to check in advance about the possibility of receiving services.

Features of divorce through the MFC

In the current legal field of the Russian Federation, the Multifunctional Center is an intermediate link between citizens and the Civil Registry Office, which only accepts the necessary documents for those wishing to get a divorce.
An application for unilateral divorce through the MFC can only be submitted by those married couples who have the right to divorce through the registration authorities. Such couples include a husband and wife who have decided to divorce by mutual consent, who do not have young children, and who have resolved property disputes voluntarily. According to paragraph 2 of Art. 19 of the Family Code (RF IC), a unilateral divorce through the MFC is also possible under the following conditions:

  • One of the spouses has been declared missing based on official materials and evidence.
  • The husband (wife) is in prison for committing a criminal offense and is serving a sentence of at least three years.
  • The spouse has been declared incompetent for medical reasons and cannot be held accountable for his or her actions.

In such situations, the applicant can apply for divorce independently, without the consent of the other party, and even if there are minor children.

To save time, before submitting documents through the multifunctional center, you should find out whether there are such government structures at the place of residence of the applicants, or where the couple was married and whether the husband and wife can use the MFC according to the law.
