Hello. At work, I very often need to find the owners of any real estate. Now I will focus specifically on non-residential premises. I will help you find out the details of their owners, but only if you already know the cadastral number of the premises. This already makes the task much easier. You don’t need to go anywhere; you can find out official and reliable information online via your computer or smartphone.
Important: In Russia there is a Unified State Register of Real Estate (USRN). It is administered by the Federal Service for State Registration, Cadastre and Cartography, or Rosreestr for short. This register contains and updates all information about Russian real estate, including its owners.
The official registration of real estate is handled by Rosreestr
“Rosreestr” is the abbreviated name of the “Federal Service for State Registration, Cadastre and Cartography.” This is an official federal executive body that organizes a unified system of cadastral registration of real estate and rights to its property.
The prototype of “Rosreestr” was “Rosregistration”, which was created after the corresponding presidential decree in 2004. In 2008, this body received its current name, and from March 1, 2009, after the end of the transition period, it began to fulfill the duties of Rosnedvizhimost and Roscartography.
Rosreestr has a special online service for checking real estate before purchasing. In addition to information about the owner of the apartment, it can also be used to obtain information about other real estate, check a land plot, and estimate the cadastral value for calculating property taxes.
Starting from 2021, before purchasing or selling any property, it is mandatory to obtain an extract from Rosreestr. It is an official document with the seal of the structure, which is intended to determine the real current owner of the property.
Where can I look up the name and other information about the owner of the property? Is it possible to do this for free?
You can obtain information about the owner of the property from authorized organizations during a personal visit and on specialized websites. To receive the paper from the applicant, you will need a passport and payment of the state fee. Only the owner of the property or a limited number of persons participating, for example, in a court case, can obtain the data for free.
How to find out the owner of an apartment directly through Rosreestr
To find out the owner of the apartment with maximum reliability, you need to obtain a special document from Rosreestr - an extract from the Unified State Register of Real Estate. This can be done in five ways: in the organization’s offices, through the MFC, through field service, by mail or online. Let's focus on the latter.
Step 1. You need to enter the basic request data on a special page of the official website of Rosreestr using the link.
Here you must indicate the type of object (in our case, “Apartment”), region and area, street and houses, as well as the apartment number. It is also important to leave your email address and enter the text from the verification image for confirmation.
Step 2. After filling out the information about the object, you need to click on the “Go to information about the applicant” button and fill out information about yourself.
Here, the type (for example, “Individual”) and category of the applicant (for example, “Other person”), as well as passport data, including the address of issue, must be indicated.
Step 3. Next, you need to add copies of documents that confirm your identity.
If you want to receive data from the Unified State Register of Real Estate by proxy and indicated this in the previous steps, they must also be attached. You can read more about the documents provided here.
Step 4. At this step, you need to check the data you want to receive, as well as personal information.
If any data was entered incorrectly, you can return to the previous steps and correct the errors.
Step 5. After confirming the operation, you will receive a unique request number, as well as a special code (it must never be lost) to check the status of the request on a special page.
Your request will be processed only after payment according to the data that will be sent to your email. The cost of the service is 290 rubles. excluding commission (this is the price for an individual and for an object in Moscow). Payment must be made no later than seven days after the invoice is issued.
The final step. If everything goes well, you will receive a corresponding statement in electronic form, which will include, among other things, the full name of the owner of the apartment. As practice shows, this usually takes at least a couple of working days, and often even more.
Clause 5 Art. 7, paragraph 1, art. 62 of the Federal Law of July 13, 2015 No. 218-FZ “On State Registration of Real Estate”, emphasizes that the information contained in the Unified State Register of Real Estate is publicly available and is provided upon any request. Therefore, the process described above will help simplify third-party services.
How can you contact the person for whom the housing is registered without going through an agent?
- call a phone number that is easy to find out at the address;
- arrange a meeting on behalf of another buyer;
- contact the owner through the chairman of the HOA or management company;
- drop a letter in the mailbox asking to call or meet;
- if the surname is rare, try to find it on social networks.
Buying an apartment is too complicated and a risky process, which, in the absence of experience in buying and selling, is better to entrust to a realtor. A professional will quickly collect all the data about the owner, identify real estate problems and minimize the risk of the buyer losing money.
How to find out the owner of an apartment through third-party services
There are plenty of services on the network that offer to simplify obtaining issues from the Unified State Register of Real Estate in order to find out the full name of the owner of the apartment, as well as other data. When is a request necessary?
A request for data may be needed when:
- Checking the apartment for ownership rights of minors and citizens temporarily staying in prison or serving in the army.
- Searching for data on the number of new homeowners and the periods of their ownership.
- Checking the statute of limitations for privatization. If less than three years have passed since the conclusion of the agreement with the administration, then a lawsuit is possible from persons who had the right to receive a share at the time of its execution.
- Purchasing housing on the secondary market to check possible encumbrances in the form of collateral, mortgages, as well as searching for persons who have the right to lifelong residence.
What data should you pay attention to besides the owner?
The extract from the Unified State Register of Real Estate, among other things, also indicates information about the owner’s restrictions on any manipulations with real estate. They usually arise if relatives have claims to this property, the owner has debts, or the apartment is pledged to the bank.
It is also important to take into account that some property may not be found in the Unified State Register. The official website of Rosreestr does not indicate this before payment, unlike third parties who immediately note the availability of information. There is no data in the databases for real estate registered before 1998: the owner needs to add it there.
Why is it necessary to know the copyright holder of real estate?
