How to find out the owner by address
The easiest and most effective way is to submit an application to Rosreestr by filling out the necessary form to receive an extract from the Unified State Register of Real Estate. Contacting the multifunctional center or relevant agencies will also solve this problem. The main reason for searching and obtaining this information is the desire to avoid fraudulent activities when signing a purchase and sale agreement.
When ordering an extract, the applicant will receive the following information:
- Who is the copyright holder?
- Information about the registration.
- Whether the object is under arrest or on bail.
- Information about cadastral value and number.
- Area of the object and its permitted use.
How to find out the owner of an apartment by address
This procedure is necessary when purchasing an apartment. Many swindlers and unscrupulous realtors are trying to make money by deceiving those wishing to purchase property. Contacting specialized companies or MFCs will help to establish the identity of the copyright holder for sure. In this case, the applicant will be able to find out the owner by address and other necessary characteristics of the property. A seller posing as the copyright holder may provide false documents for the apartment. When contacting the MFC, you will know exactly who is in front of you.
Online method No. 2 - on the website Cadastr.ru and State Services
As I wrote above, no one provides owners for free. Cadastr.ru and State Services are no exception. There you can order an extract from the Unified State Register of Real Estate, which contains information about the owners. Instructions for ordering statements have been published for each service. For State Services - link. For Kadastr.ru - link. To use these services you need an account on State Services.
It’s more convenient to order on Cadastr.ru - you don’t need to enter the cadastral number of the property, the address is enough. On State Services you are required to enter a cadastral number. It’s more expensive on Kadastr.ru, because... There is a 6% commission when paying by bank card and Google Play, there is no commission only when paying with Yandex Pay. On State Services there is a commission of about 1% for any payment method.
How to find out the owner of a house by address
It is very easy to find out the owner's name. If you have a computer or laptop at home connected to the Internet, then the whole procedure will take no more than 10 minutes. To do this, just go to the official website of Rosreestr. This information is freely available on the portal, and you can search for information in updated databases. When choosing to order a cadastral passport or an extract, it is better to choose the second one. It will provide a more complete amount of information about the property you are interested in. Contacting the housing and communal services or BTI to obtain information about the owners will not help much. This information is provided only to the owners.

How to find out the owner of a land plot by address
The owner of the site may pose as an intermediary trying to make money on a markup on the cost. Finding out the owner in such a situation means saving a significant amount. Otherwise, you may pay 2 or 3 times the price set by the copyright holder.
The government services portal will provide assistance in finding the owner if you leave a request for the necessary information. By law, any interested person can order this information. Contacting real estate agencies will only bring unnecessary costs. You will also be billed for services provided.
How to find out the owner through Rosreestr - instructions
- Go to the single portal of Rosreestr and find the section “Reference information on real estate objects online.” This page presents different ways to obtain a certificate - by cadastral or conditional number, by restrictions and rights, by exact address.
- Enter the available data in the search field, click “Generate request”.
- In the window that appears, click on the address of the property highlighted in blue.
- In the field that appears, click “rights and restrictions.”
As a result, the applicant receives background information. It indicates whether the property title is actually registered. This can be understood from the information in the “Eligibility” field. If there is an owner, it contains a number and date.
Once ownership has been confirmed, you can order an extract from the Unified State Register of Real Estate to obtain detailed information about the owner.
You won’t be able to get an extract from the Unified State Register for free. Its cost is 250-400 rubles, depending on the type of certificate and the required data. From the moment you submit your application until you receive the document, it can take from several hours to several days. The period depends on the speed of request processing on Rosreestr servers.
From the USRN extract received online you can find out:
- Full name of the owner;
- Date of registration of the right to own real estate.
- The term of the mortgage loan, if any.
By the cadastral number or the exact address of the property, you can find out the owner of any real estate - an apartment, house, plot of land or building.
Order an extract from the Unified State Register Service Online
Similar services are provided by the online service Unified State Register Online, which operates with data from the registry database. A characteristic feature of the services is that the cost of issuing an extract is lower than on the official website. The authenticity of the extract is certified by an electronic signature (digital signature), which eliminates the possibility of data falsification.
Making an extract takes from 15 minutes and depends on the amount of information that will be included in the document. EGRP-Online issues two types of certificates:
- On the transfer of rights to an object (apartment, plot or house) which contains information:
- personal data of the current owner;
- history of transfer of rights from owner to owner;
- dates of termination of the rights of the former owner;
- the date of registration of the property with the current owner.
The cost of such a certificate is 200 rubles.
- About the characteristics of an object containing information about:
- personal data of the current owner;
- prohibition on alienation, being in collateral;
- cadastral value of the object.
The cost of the certificate is 200 rubles.
Rosreestr website
Provides several certificates of varying length, containing information about:
- Full name of the property owner. In addition to personal data, it contains the certificate number and the date of taking possession. Such an electronic document costs 90 rubles.
- Checking an apartment (real estate) for encumbrances (FSSP arrest, pledge, mortgage, legal disputes regarding the ownership, use and residence of third parties). The price of the document is 290 rubles.
- Standard extract from the Unified State Register of Real Estate. Price – 350 rubles.
- Ownership history. That is, from whom the apartment was transferred to whom, how long the ownership of one or another owner lasted, the reasons for the transfer of rights. For this purpose, a separate statement is issued, the cost of which is 700 rubles.
- Full inspection of the apartment (house) for cleanliness. In addition to the data included in the above extracts, it contains information about checking the owner in the databases of the Ministry of Internal Affairs, for the presence of criminal records for crimes related to fraud and tax offenses, checking court decisions regarding disputes regarding this property. The cost of such a document is 1950 rubles. It guarantees complete confidence of the potential buyer that the seller is not planning to deceive the home.

At the MFC
The most popular and in demand method of ordering an extract. The only drawback is the need to visit the office of the multifunctional center and the fact that the Unified Housing Document (UZD) is issued only to the owners and persons registered at this address.
The advantages of the information prepared by the MFC include that it is free. Within 1 business day, anyone interested in the name and surname of the owner can receive 13 documents simultaneously, which contain complete information on the object.
Via BTI
Not the most convenient way, since, just like in the MFC, information is provided only to the owners or to the courts when filing a claim for a dispute over a property. The advantage of contacting the BTI is the possibility of obtaining data on objects not included in Rosreestr, that is, commissioned before 1998. Information is provided for a fee. The fee is 200 rubles. To receive information, you will need to fill out an application form, attach a payment receipt and wait up to 5 business days.
At the notary
This method of obtaining information is convenient for those who are involved in registering an inheritance. The notary does not personally own the information contained in the Rosreestr database, but as part of the preparation of the inheritance case, he collects information about the property included in the inheritance estate. The collected information can be shared with the heirs.
In person at Rosreestr
The method is available to residents of settlements where MFC work is not established and who, for some reason, do not want to use online services. The category of people who trust paper documents. Requires time to wait in line (electronic queue using pre-issued coupons). You will need to have with you:
- passport (other document);
- a completed application of the established form (issued by Rosreestr);
- a receipt of payment of the state fee in the amount of 750 rubles for the production of a paper version of the extract.
It takes 3-4 business days from submitting the application to receiving the statement.
Information about the personal data of the owner (full name) at the address may be contained in the databases of organizations processing personal data. But they, without the knowledge of the owner, have no right to disclose and issue them on a commercial basis.
Requests to the BTI or Housing Office
You can find out the owner of an apartment by address for free if you send a request to the Bureau of Technical Inventory (BTI). However, the BTI can issue a certificate with data only at the request of the apartment owner, so this method is relevant only for those situations when you are the seller and there is a need to find out who is the co-owner of the property.
In order to receive an extract from the BTI, you need to visit the authority in person. The state fee ranges from 200 to 300 rubles. The payment receipt must be attached to the application and submitted to the registrar. Ready time is from 3 to 5 working days. In rare cases, the procedure may take 7-10 days.
The situation is similar when ordering a certificate from the Housing Office. Specialists do not have the right to disclose information to third parties. An exception is if you are the owner or in situations in which the owner of the apartment issues a notarized power of attorney for you, giving you the appropriate powers.

Check that the seller owns the apartment now and not in the past
Sometimes the former owner of the apartment turns out to be a fraudster.
In 2021, a person sold an apartment, but since then he has kept an extract from the Unified State Register of Real Estate - there he was indicated as the owner. Now he wants to re-sell the apartment and shows buyers a statement from four years ago. Like: “Why will you pay for a new document when it’s ready?” Formally, the owner’s full name in the extract coincides with the seller’s full name in the contract. Only the real owner is another person.
An extract from the Unified State Register shows information about the owners on the day of issue. If the owner changes after a week, the report will lose relevance. Therefore, it is important to take an extract from the Unified State Register yourself as close as possible to the date of purchase of the apartment. This way you will find out the name of the current owner.
Banks, courts and notary offices do not accept statements that are a month old or older. As a rule, owners do not change within a month.
Old cadastral number
- How to register a land plot in the cadastral register?
The electronic database does not yet contain information about all objects. Especially often, the so-called old cadastral numbers, which were assigned to real estate not included in the register data, are out of sight. Outwardly, the old, or as it is also called, conditional cadastral number is no different from the one that appears in the real estate documents. But records are not kept in the registry for them, which means it becomes more difficult to obtain data.
You can find out the old number at the cadastral chamber after paying the state fee. Finding information can take a long time, since it is likely that the information is only contained in archives.

Method No. 3 - in the MFC "My Documents"
Everything is as always - they won’t just tell you the owners, you will need to order an extract from the Unified State Register of Real Estate. You can contact any branch of the MFC, no matter where the apartment is located. If there is no MFC in the locality, go to the branches of the Federal Social Security Service. Take your passport and money for the state fee with you. In paper form, the extract costs 460 rubles, in electronic form - 290 rubles. Tell the employee the address of the desired apartment, he will fill out an application, issue a receipt and indicate the date of readiness for checkout. Usually this is 3-4 working days, but there are delays due to the workload of the department. You can find out if your order is ready by phone. On the appointed day, come for an extract along with your passport and receipt.

Owner verification - why is this important?
Buying real estate: an apartment, a house or any other object is, of course, a very joyful event. However, transactions are always associated with certain risks, so you need to approach the issue of finding the most suitable option and thoroughly checking all legal aspects with all responsibility.
Unfortunately, in the modern world, situations are quite common when sellers do not approach the issue of sales very conscientiously. We are not even talking about fraudulent schemes, but about the lack of additional documents and certificates. This may not affect the registration of the transaction, but it may bring a lot of problems to the buyer in the future.
What you need to check without fail:
- Is the owner of the apartment married?
- Are legal proceedings ongoing against him?
- Is the seller involved in bankruptcy cases?
- Is the seller really competent?
However, the very first step on the path to buying an apartment is the need to find out who is the owner of the apartment according to the law. At a minimum, you will need to know his full name for sure. This information will already help you in conducting your mini-investigation. This can be done in several ways, which we will discuss in detail below.
