Corporate housing.

New buildings also have special requirements:

Loan conditions for railway mortgage
The terms of the RJ mortgage differ significantly from the classic ones. In particular, you can do without a down payment if the purchase of premises is carried out in a new building. - 10% – in VTB;
- 10% – at Absolut Bank;
- 15% – in Sberbank.

It is necessary to make payments on a Russian Railways mortgage with a subsidized rate within 15 years.
Early repayment is acceptable without penalties or commissions. However, it is important to follow the rules set out in the loan agreement. The financial institution will have to be notified of the planned action at least one month before depositing funds.
Registration and delisting
Registration of benefits for railway workers is carried out after the employee is registered.
This must be done at the place of work; the employee must submit an application. If the committee approves it, then the person gets in line. The wait may take about 2 years. When an employee is transferred to another region (locality), he has the right to remain in the current queue and receive a subsidy in the city where the application was first submitted, or to submit documents for a new place of work, and the previous queue will be lost. Refusal to provide benefits or exclusion from the list occurs for the following reasons:

- Identification of false information that became the basis for registration, or refusal to provide the necessary documents.
- The fact of deliberate deterioration of living conditions.

- Dismissal at your own request. If an employee is dismissed due to military service, he is excluded from the queue, but can be reinstated upon completion of his military service.
The Housing Commission reviews all real estate transactions over the past 5 years. If the fact of registration of people who are not close relatives is revealed, the sale of housing without subsequent acquisition of another, exchange for a worse premises, the benefit will be denied. How to calculate the amount of the subsidized mortgage amount for Russian Railways?
The subsidized part of the loan directly depends on the composition of the family. Take into account:
- spouse;
- minor children;
- adult children who are over 18 years old, but they did not have time to start their own family at the time of filing the application.
To calculate the total amount of the subsidy, it is necessary to determine the price of one square meter of apartment and the living space standards per family. The first indicator is calculated using the following formula:
Cost per square meter = average market price per square meter in a particular region x adjustment factor
In the Russian Federation the following standard for living space has been established:
- 33 square meters per person;
- 42 square meters for 2 people;
- 18 square meters for each family member, if the family consists of three or more people.
As a result, the approximate amount of the subsidy is:
- one person – 1.5 million rubles;
- two people – 1.9 million rubles;
- three people – 2.5 million rubles;
- four people – 3.3 million rubles.
The exact numbers depend on the place of residence of the applicants for the benefit. The indicator is fixed at the Russian Railways management level.
Program conditions and interest rates in 2021
The mortgage loan amount ranges from 300,000 rubles to 95 million rubles. It can be issued for a period of up to 25 years. At the same time, at the time of full repayment of the debt, the borrower must be no older than 65 years. An employee who has worked for the company for at least three years can get a mortgage at a favorable interest rate. Such an employee can obtain a loan at 12% per annum, the minimum down payment is 10%. Young railway workers have the right to apply for a mortgage regardless of their length of service. At the same time, the interest rate for them is 10.5%, and no down payment is required.
Important! A young specialist is considered to be a full-time graduate who is no older than 30 years of age and hired to work in the direction of a university.
Russian Railways compensates for the difference in interest rates, thereby reducing the size of the monthly payment. The subsidy for railway workers with extensive work experience will be 7.5%, a young employee will receive a benefit of 8.5%.
Employees who have minor children can receive an additional subsidy in proportion to the cost of living space:
- for one child – 10 meters;
- for two – 14 meters;
- for three – 18 meters.
If the employee quit of his own free will, he will have to compensate the difference in interest paid by the employer. The borrower pays the remaining amount on a general basis. If the loan is fully repaid at the time of dismissal, the client does not reimburse anything.

- Having learned about the approval of the subsidy, the citizen must apply for a mortgage. To do this, you need to contact the bank with which Russian Railways has a partnership agreement. The financial institution will review the application. If the citizen satisfies the established requirements, the company gives consent for the home loan.
- Select a suitable premises and offer its owner to conclude a deal. If the person agrees, a preliminary purchase and sale agreement is drawn up between the parties. - Wait until the company transfers funds to the seller. Cash amounts are not provided.

Procedure for obtaining a mortgage
Obtaining a mortgage for railway workers takes place in several stages. Let's look at each of them:

Railway mortgage insurance
Insurance significantly increases the cost of your mortgage. However, banks are trying to encourage citizens to buy a policy. For financial institutions, this is an additional way to minimize risks. - employees from large families;

- employees who previously took out a mortgage on the terms of partially subsidizing interest charges and who had children while repaying the relevant obligations.
The amount of such a one-time subsidy usually varies in the range of 5-70% of the price of the purchased housing.
A one-time subsidy is issued through an authorized credit institution and is issued by non-cash transfer to the railway worker’s personal account.
Mortgages are also provided by the same bank, but on a general basis. The Russian Railways employee independently pays off the difference between the total price of the purchased apartment and the amount of the subsidy provided. Reasons for refusing a mortgage from Russian Railways
If a citizen has received a subsidy, this does not mean that he will be given a mortgage. The decision to provide funds is made by the bank. Issuing mortgage loans is a company's right, not an obligation. Therefore, the application may be rejected without explanation. The most common reasons for making such a decision are:
- bad credit history;
- unstable financial situation;
- the citizen has other outstanding loans, and the total burden exceeds 50% of earnings;
- the borrower has not previously taken out loans;
- an incomplete package of documents was provided;
- The citizen does not have money for the initial payment (if there is a need to provide the amount).
Who is covered by preferential programs?
It is necessary to determine the requirements for the borrower of a preferential mortgage.
According to the terms of the program, only young specialists are eligible to participate. But in the Labor Code or other legal acts of the Russian Federation there is not a single direct definition of this status.
Based on the content of some regional regulatory documents offering benefits for obtaining a mortgage, it is possible to determine the main criteria for the “young specialist” category:
- age up to 35 years (up to 40 years for a researcher).
- A specialized education obtained full-time at a primary, secondary or higher educational institution, and completed no more than 12 months ago.
- Primary employment in a specialty in a budgetary institution.
In addition, there are additional restrictions and requirements for the minimum length of service in a position for each specialty.
Teachers
- Age no more than 35 years (no more than 30 years for some regions).
- At least one year of work experience in a non-profit organization providing general educational services (schools, colleges and technical schools, universities).
Researchers
- Age up to 35 years (up to 40 years for Doctor of Science).
- Work experience in a scientific organization for at least 5 years.
Within the framework of social programs, there are no restrictions on the specialty acquired while studying at an educational institution. This means that even a teacher who graduated from a university at least a year ago is entitled to subsidies, but the profession indicated in his diploma is not related to pedagogy.
Doctors
Health care employees are provided with benefits if they move to rural areas. However, subsidies are not allocated to everyone - preference is given to in-demand specialists.
Conditions for receiving benefits:
- Age up to 35 years.
- Employment and living in rural areas.
- Concluding an employment contract for a period of at least 5 years.
Military personnel
Housing for military personnel is provided from the federal budget. A prerequisite for receiving a subsidy is the participation of a military specialist in the NIS - a savings mortgage system.
NIS participants wishing to obtain a military mortgage make contributions to a special fund for 3 years. It is worth noting that participation in the funded system is a serviceman’s right, not an obligation.
Documentation
Requirements include the availability of the necessary documents to receive preferential loans, subsidies or other forms of social support.
- Passport + additional identification document (SNILS, TIN, driver's license, etc.)
- A document confirming income (certificate in form 2-NDFL is required, but other proof of income is also allowed, including from additional places of work).
- Certificate of employment.
- A document confirming the absence of residential real estate in the property (for example, a certificate from the BTI).
- Confirmation of the availability of savings sufficient to pay the down payment.
Some categories require additional occupation-specific documents.
Thus, young scientists have to document their academic degree.
Bank offers
At the moment, not all banks are willing to accommodate young professionals, refusing them mortgage lending services.
The reason for this is often insignificant work experience and the absence of other entries in the work book. This fact does not allow us to judge how responsibly the future borrower will take the loan.
But financial institutions also need clients, so offers to provide loans to employees of budgetary institutions on preferential terms regularly come from small regional banks, as well as large organizations such as VTB.
A young specialist has a much better chance of getting a mortgage under the young family program. Since 2021, the list of lenders cooperating with AHML has expanded significantly.

Advantages and disadvantages of a railway mortgage
The main advantage of using a Russian Railways mortgage is the ability to obtain a housing loan on acceptable terms. By using the service, the borrower will be able to save significantly. - the choice of real estate is limited;
