For several years now, traffic control on the road has been carried out not only by traffic police inspectors, but also by a whole network of stationary and mobile video recording cameras. Video cameras automatically detect traffic violations, identify the license plates of violating vehicles, take pictures of the moment of the violation and transmit the data to the nearest stationary traffic police posts or to the traffic police administrative offense control center (TSAFAP). After processing the data, operators formulate a resolution and send “chain letters” to drivers demanding payment of the fine.

How long does it take to process information and how long does it take to receive a fine?

Registrars record a large number of violations every day. Information about drivers' non-compliance with traffic rules is transmitted to the traffic police. Here they are processed, after which a decision is made to impose a penalty.

The time limits for consideration of cases of administrative offense are specified in Article 29.6 of the Code of Administrative Offenses of the Russian Federation. In paragraph 1, which was amended by Federal Laws No. 69-FZ of April 30, 2010, No. 307-FZ of October 14, 2014, it is stated that the analysis of information received from technical means that have photo and video recording options, operating in automatic mode, occurs within 15 days.

What to do if the fine is not in the traffic police database?

If the fine does not appear in the traffic police database, but a resolution to collect it has arrived, you need to figure it out.

One of the reasons may be the duration of data transfer. This system is multi-stage and includes the transfer of information from territorial traffic police departments to federal ones, and then to the Treasury. In this case, you need to wait until the collection measures are reflected in a single repository.

If the car owner has the decree in hand, you can fill out the receipt yourself and make the payment. Payment details should be taken from the resolution. The absence of a fine in the traffic police database is not grounds for non-payment. Since the system is not perfect, technical failures may occur.

What is the average period between a violation and the arrival of a fine?

It happens that a citizen receives information about sanctions later than 3 days after the decision is issued. This situation arises if a letter with documents is sent by mail. Delivery of correspondence takes up to 3 weeks.

This leads to the following consequences:

  • The violator cannot pay the fine with a 50% discount. The amount of the penalty is reduced if the money is transferred to the recipient within 20 days after the decision is made. When the notification arrives late, the citizen is deprived of this opportunity.
  • The period for appealing the decision has expired. If this happens, you will have to file a petition to extend the statute of limitations.

How to pay a traffic police fine through State Services with a card

Many people choose this payment option because it seems reliable. The cancellation takes place through the official state portal, so there should be no delays or non-receipts of funds. In general, this is simply convenient: you see the debt and can immediately close it.

Find the debt, click on the “Payment” button. A page will open where you need to enter your bank card details. This is the most common payment option, and you can pay from any card: even the most authorized user, or any other.

You need to enter the card number, CV code from the back and expiration date of the plastic. Afterwards, you need to confirm the payment with a code sent by the system on the phone number linked to the card. If you plan to continue paying debts through State Services from this card, you can save it and it will be linked to your account.

Please note that the promotion is valid until June 23, 2021 - when paying a traffic fine with a MIR card, no commission will be charged. In other cases, it is taken, the size is indicated before payment.
