The bonus-malus ratio (BMR) reflects the insurance experience of a motorist. With careful, accident-free driving, the driver receives a discount on issuing an MTPL policy. Application for restoration of KBM

The application form for the restoration of the KBM is not approved by law. The request can be made in free form, but be sure to indicate the following aspects:

  1. FULL NAME. If the last name, first name or patronymic changed during the insurance period, then the previous data should be additionally indicated.
  2. Driver's license details. It is worth entering the series and license number, indicating previous licenses that have already expired (if any).
  3. State the essence of the problem. The complaint must contain a detailed description of the situation, without accusations, threats or arguments. The text should be concise, and the claims should be to the point.

Features of the insurance policy and KBM

OSAGO is a type of compulsory insurance against the risk of civil liability that occurs in the event of an accident causing damage to the property, life or health of the victim (clause 1, article 4, Federal Law No. 40 of April 25, 2002). All car owners in the Russian Federation are required to take out this version of the insurance policy.

The MTPL policy is issued for a period of 3 to 12 months. Therefore, car owners need to pay for insurance at least once a year.

The government has developed a system of incentives for owners and drivers of vehicles who use their cars and do not get into accidents. This incentive is provided in the form of a bonus-malus ratio (BMR).

KBM is a special discount under compulsory motor liability insurance, which is provided to a civil or legal entity at the time of the next registration of an insurance policy. The size of this discount increases with each new registration if the car owner does not become involved in an accident.

The initial (at the time of registration of insurance) amount of the CBM is equal to 1. For each subsequent year without accidents, at the time of registration of the insurance policy, the discount on compulsory motor liability insurance increases by 5%. Its size, after 10 years without an accident, can increase to a maximum of 50%.

How to submit an application electronically

The application for restoration of the KBM should be taken to the nearest office of the insurance company that issued the last compulsory motor liability insurance. However, it is easier to submit your request electronically.

Information about the method of submitting an electronic request must be clarified on the website of the insurance organization or by calling the company's hotline. It is advisable to send emails after enabling the delivery report. It is important to retain information about the acceptance of the appeal until the issue is resolved.

Reasons for reducing the discount

First, you need to make sure that the coefficient in the RSA database is really incorrect, because the driver himself can be mistaken. To do this, double-check the following facts:

  • The discount is provided for a full year of accident-free driving. If the driver was included in the policy in the middle of its validity or the driver drove for only six months, the discount is not provided.
  • The discount applies to insurance contracts concluded within a year after the completion of the previous one. If the period between two insurance contracts exceeds 1 year, the discounts are reset to zero and you will have to accumulate them again.
  • The maximum discount is 50%. If the driver already had class 13, in the next period he will also be assigned class 13. The discount does not increase further.

Once you are sure that the error still exists, try to determine the cause of its occurrence. Among them are the following:

  • Several drivers allowed to drive. If a driver was listed on multiple insurance policies, there may be confusion. Insurance company employees could not take into account the individual class of each driver and set everyone to 3rd class.
  • The occurrence of an insured event.
  • Making changes to the insurance policy, information about which was not transferred to the database.
  • Replacement of driver's license. Insurance company employees may not have provided the details of the new document.
  • Registration of unlimited compulsory motor liability insurance. In this case, the class is assigned to the owner of the vehicle, which may differ from the class of the driver driving it.
  • Termination of the insurance company's activities. In this case, the company simply did not enter the data into the RSA database at the end of the year, since by that time it had ceased to exist.
  • Insurance agent error. The error is explained by the human factor, when employees, through inattention or intentionally, enter false information into the database, may miss a letter in the last name, or indicate the wrong date of birth or symbol in the driver’s license number.

Terms of consideration

Restoring a driver's license is a lengthy process that involves studying the driver's history, submitting requests to various authorities and entering new data into the system. An application for restoration of the KBM submitted to the RSA is considered within a month. It will take approximately the same amount of time to study the request with the insurance company.

By law, when considering an application, an organization cannot exceed a period of 30 days. When submitting an application, it is important to keep the second copy with a mark. This is proof of the irresponsible work of the insurance company in case of delay.

What is KBM, how is the coefficient calculated

The basic tariff and adjustment factors, which include the insurer's risks, are established at the legislative level. One of the corrective parameters is bonus-malus. This is the only value that a car owner can influence by showing results of accident-free driving at the end of the insurance period. The indicator is aimed at rewarding policyholders for whom they did not have to compensate for damages to victims of accidents, and at punishing persons through whose fault one or more accidents occurred.

CBM directly depends on the class of the insured, of which there are 15 in the discount system. When registering for the first time, the driver is assigned class 3. If accidents were recorded during the insurance period, which is assessed before April 1, then the indicator, depending on the number of accidents committed, may be reduced to 1 or M. As a result, the bonus malus will increase to 1.55 or 2.45, respectively, increasing the cost of insurance to 145%.

You will be able to save on compulsory motor liability insurance if there are no accidents during the contract period. In this case, the driver’s policyholder class will increase and the bonus malus will decrease, resulting in a reduction in the cost of the policy by 5%. The discount system provides for a maximum reduction in the price of MTPL by 50%, which corresponds to policyholder class 13.

What package of documents will you need to collect?

The specific list of documents required to submit an application for restoration of the KBM depends on the situation that led to the incorrect display of the coefficient. The car enthusiast will need to attach to the request:

  • a copy of a passport or other identity document, with the obligatory indication of information about previously issued documents;
  • copy of driver's license;
  • copies of current and previously issued OSAGO policy forms;
  • certificates from insurance companies confirming the absence of compensation under MTPL contracts in the past;
  • confirmation from the State Traffic Inspectorate about accident-free driving.

When changing your full name, you may need marriage/divorce certificates or other documents confirming the legality of the change in personal data.

To avoid incorrect BMR, it is worth notifying the insurance company of any changes in personal data. Obtaining new rights or changing your last name may not be reflected in the automated system, which will lead to errors when calculating the cost of compulsory motor liability insurance.
