In a number of situations, in order to protect yourself as much as possible, you need to check who is registered in the apartment. Most often, this is required by the future owner of the premises - the buyer under the purchase and sale agreement, but an official certificate may also be needed for other purposes. For example, for payment of social benefits, registration of pensions and in some other cases. Let's figure out where and how to find out how many people are registered in the apartment.
How to find out who is registered in an apartment
First you need to decide who can give such information. After all, a certificate with full name and the resident’s date of birth contains his personal data, and it is not so easy to obtain them without serious reasons.
You can find out who exactly is registered in the apartment:
- the owner of the premises is the one who is registered as the official owner of this property;
- a tenant already registered in the apartment;
- representative of the owner or tenant by notarized power of attorney;
- legal representative of the owner or registered person - parent, guardian or trustee;
- a tenant who uses an apartment on the basis of a rental agreement;
- court, prosecutor or investigator upon a special official request.
People who are not related to the apartment can only receive an extract from Rosreestr about the rights registered for the property. It indicates who is the owner of the property - its official owner. From the extract it is impossible to find out who else, besides the owner, is registered in the apartment and has the right to live in it.

The area of housing is in the open data of the State Cadastral Valuation Fund. In addition to the area, there is a lot of interesting information in the cadastral valuation database: according to the rules, any building and premises in Russia must be assessed by cadastral value, materials, number of storeys, etc. Also, cadastral valuation data is used to check the existence of an apartment.

Downloading reports is a separate “pleasure”: the archive with files on the Republic of Mari El “weighs” only 1.5 gigabytes, but it took five hours to download from the Rosreestr website.

Where to find out who is registered in the apartment
Registration at the place of residence and stay is carried out by the Ministry of Internal Affairs. It is in this department that all data on the permanent and temporary registration of a person at the place of residence and place of stay is stored. But this does not mean that you can only get the necessary information from the police. There are a number of other institutions that can issue the interested person a certificate indicating who is registered in the apartment.
These include:
- MFC – in Moscow and regions;
- management companies and homeowners associations with the function of a passport office - in Moscow and the regions;
- police departments at the address of the apartment - in Moscow and the regions;
- locality administrations in small settlements (towns and villages);
- Residents of the capital can also access the Moscow Mayor’s portal.
The listed departments also issue other housing documents, for example, EZhD, copies of personal accounts, copies of registration cards. By the way, now records of registered persons are kept electronically, so in some cases there may be no paper copies - everything is generated in the form of extracts from electronic databases.
Is it possible to find a person by his registration address?
In principle, this is possible. But not on your own. They can help you with this:
Advocate
A lawyer has the right to make official requests to various authorities and, accordingly, receive answers (although refusals are also possible), so he has at least some chance of finding a registered person at his residence address. If you act on your own, your chances will tend to zero, since they have no right to provide you with such information according to the Law “On the Protection of Personal Data...”.
You will have to pay for legal services, while law enforcement agencies will help you find a person at your residential address for free. But only if:
- the person you need to find has committed an offense against you;
- You officially contacted the police by writing a statement;
- police officers registered it and considered the grounds sufficient to release information from the database.
Police
You can contact law enforcement agencies “not quite” officially, that is, by paying a visit to the local police officer at your place of registration. Usually he has such information, albeit tacitly, and will be able to help you find a person by last name and residential address. But he is not obliged to do this, so in this situation the human factor plays a huge role. Whether the district police officer likes you or not, whether he wants to help, depends entirely on you.
Today, there are ways that allow you to find a person at their residential address for free or for a fee, but without involving government officials.
Social media
Searching through social networks is another way to find a person’s residential address by last name for free. The reliability of the information received is questionable, so you can only get the expected address. However, this is already something if you do not want to pay for the services of a lawyer and resolve the issue on your own.
In city or district forums, groups on social networks dedicated to residents of specific areas, neighborhoods, etc., you can post a post asking for advice on who lives at the specified address, and perhaps there will be those who have information. But even if, for example, their neighbors write to you and tell you about the people living at the address, it is not a fact that they are registered there. Although coincidences are also possible: when everyone living at the address is also registered at it. So it's worth a try.
Through the databases mentioned above
The reliability of the information received is questionable, since you will only be able to receive the estimated address. However, this is something if you don’t want to make a request officially and wait some time for a response.
Advice: scammers often hide under the guise of such online directories. If you are asked to send SMS or transfer funds somewhere, it is better not to contact such portals. Most likely, you will only waste your money by not getting what you expected.
With the help of a private detective
Its services are not cheap, however, you will be able to get much more information than in the two cases described above. He will conduct a covert investigation, and if necessary, surveillance in order to find out details about the registration of persons at the provided coordinates.
Is it worth contacting Rosreestr?
Rosreestr does not issue housing registration documents. Through it you can only obtain information about the title copyright holder, but not about the registered ones. It often happens that the owner himself does not register in his apartment, but is registered at another address, therefore, in terms of the number of registered citizens, the extract from Rosreestr (USRN) is not informative.
The buyer can, through Rosreestr, check the presence of encumbrances on housing - prohibitions, arrests, long-term leases or rentals. The Renovar.ru portal recommends that all buyers request an extract for future housing from the Unified State Register of Real Estate through the MFC or Rosreestr online in order to protect themselves from legal disputes.

When there is an area, only the price per square meter is not enough to calculate the cost of housing. The price per square meter in a house is looked for on ad sites: irr.ru, avito.ru, cian.ru. The ad is suitable if it contains the address of the house, price and area.
There is no recipe for quickly accumulating a database: ads need to be collected regularly and the longer, the better. This is the only way to achieve any good coverage of addresses. True, even in a few years there will be white spots in small cities, towns, and villages.
In order to regularly receive advertisements, it is better to reach an agreement with the site: write to the owners and offer cooperation.
If the platform fails, all that remains is to spider. You need to be mentally prepared for the fact that ad sites are constantly changing their layout and the spider will have to be rewritten before each launch.
What documents will be needed
When contacting any department to find out how many people are registered in the apartment, you will need:
- applicant's passport - original;
- if a representative is coming, a notarized power of attorney (an ordinary power of attorney will not work);
- a document confirming the right to receive information about those registered.
The last paragraph includes any documents that confirm your right to order such a certificate. It could be:
- an extract from the Unified State Register of Real Estate or a certificate of ownership, if you are the owner of the property;
- rental or rental agreement, if you rent an apartment;
- a stamp in your passport about registration or a certificate of temporary registration, if you have already received registration in this apartment.
Future buyers can check who is registered in the apartment if they have a preliminary purchase and sale agreement.
Order a certificate about the number of registered management companies or homeowners associations registered in the passport office
The fastest way to obtain the necessary information is from your own management company or homeowners’ association, if they provide passport office services. To do this, you will need to collect all the documents and come in person to the office of the management company or HOA. They do not issue such documents remotely. The application is written according to the Criminal Code form upon visit, and the certificate itself is issued immediately or the next day. As a rule, you can find out your full name from it. registered, his date of birth and date of registration in the apartment, the nature of registration - permanent or temporary. A certificate from the management company or HOA is valid for up to 5 days.
Find out about those registered in the MFC
The MFC does not keep records of those registered in the apartment, but acts as an intermediary between the applicant and the agency authorized in the region to issue such information. To obtain information, you need to personally come to an appointment on a first-come, first-served basis at any “My Documents” office with a package of documents from the list above. Be sure to take your original passport with you.
The application will be filled out by an MFC employee at the reception. There is no need to fill out anything in advance. The response time is up to a week, plus time for sending documents between the MFC and the Ministry of Internal Affairs.

Owners and tenants of housing can find out about those registered in the apartment for free via the Internet online. This service is implemented on the Moscow Mayor’s portal. In this case, the only documents you will need are passport data and the address of the apartment, and the certificate will be generated in one business day. You don’t need to go anywhere to get it, the answer will come in electronic form.
By the way, for representatives with a notarized power of attorney, this option is not available - you will have to go to the MFC or passport office in person.
Postcode
The addressee's index must be checked before any shipment, otherwise the parcel may go to the wrong place.
The deputy director of the Tyumen branch of the Post laments: “Almost 30% <...> of items, which is about 6 million units, arrive with the wrong index, and we either return the correspondence, or it goes to another address...”. You can find or check the index in the Russian Post database, it is posted on the page https://vinfo.russianpost.ru/database/ops.html in .dbf format. Data is updated twice a month.
In the Post Office database there is no proximity to a street or house, only a locality and a list of indexes. This is enough for us: if the zip code to the locality is correct, sending it to the right branch will delay delivery by only 2-3 days.
For example, the client left the address “683000, Nizhny Novgorod, st...”. The Postal database says that there is no such index in Nizhny, and branches 683xxx are located in Petropavlovsk-Kamchatsky. The client made a mistake in the numbers rather than in the name of the city, so a good solution is to download the Nizhny Novgorod codes from the Post Office database and substitute the minimum 603000 for the address. This way, the parcel will arrive in the desired city without traveling around the country for months.
