Permit for traumatic weapons: rules for acquisition, license renewal, storage and carrying


To use a weapon, you must have a permit. A permit is especially important for traumatic weapons, which can cause serious harm if fired at a person. The need to obtain this document is included in the regulations of the Ministry of Internal Affairs of the Russian Federation. Weapons are goods whose circulation is limited due to their danger. Features of obtaining a permit for traumatic weapons in 2020

If a person plans to buy a traumatic weapon, you should remember that you cannot get it without a license. Therefore, you should find out how to obtain a permit to carry a weapon. To obtain such a document, you must submit a request to receive the item in question to the police. In addition to the application, it is necessary to submit certificates confirming the absence of medical regulations prohibiting the issuance of such a permit. For example, about mental health conditions, alcoholism or drug addiction.

To obtain the certificates in question, you need to go to any convenient hospital (public or private). The main thing is that the medical institution meets the standards set by the government of the Russian Federation. But in order for the certificate to be issued, you need to take your passport with you. It cannot be replaced with another document. Therefore, make sure that the document is available. If you lose it, you must restore it and only then apply for all the necessary certificates.

Among the specialists whose visits are required when obtaining a medical certificate are:

  • psychiatrist;
  • narcologist;
  • therapist;
  • ophthalmologist.

Next, an expert commission is formed, which concludes whether a person can obtain permission to carry weapons, and whether he will pose a threat to himself and others. But the document will be valid only if the clinic is under government control. If the hospital is private, then the clinic’s license must be added to the conclusion of its specialists, confirming its right to issue such certificates. Otherwise, the doctors' conclusion will not have legal force.

What do you need to buy an injury?

After all the prepared documents for the purchase of a traumatic pistol have been collected, they must be submitted in a single package to the licensing and permitting department. There, employees have a limited time to review the submitted package. The period is limited to ten days. Important! Current rules for the acquisition of traumatic weapons limit the period during which a purchase permit can be applied. This period is limited to 14 days.

Where to apply for a permit to carry a weapon

Having collected all the necessary documents and certificates to obtain permission to carry weapons, you need to submit them to the required authority. This is the police department in the place of residence of the person filing the complaint.

The police study all these documents, and if there are no grounds for refusal, a positive decision is made to issue a permit to carry a traumatic weapon. And when a weapon is purchased, it must be registered. To do this, contact the same police department where the registration was carried out.

Visit to the licensing department

Having prepared all the documents, you can go to submit your application. There are a couple more nuances that we have not paid due attention to, but they will require financial costs. What requirements must be met in 2021?

To obtain a license, you will need to meet certain requirements, where the following conditions are mandatory:

  • age of majority (the applicant for a permit to carry a traumatic weapon must be over 18 years old);
  • presence of Russian citizenship;
  • a completed medical report from a board of doctors;
  • absence of a criminal record (direct intent) where the court admitted guilt.

Based on this, in 2021, carrying permits will be prohibited to the following citizens:

  • criminals whose guilt was proven and they served their sentence;
  • persons who have been held accountable for administrative violations at least twice in the last year;
  • people who have mental illness (and other diseases that are dangerous);
  • persons whose name is prohibited from carrying, storing and using weapons;
  • people who are alcoholics and drug addicts (and for this reason are registered in specialized dispensaries).

In any of the above cases, you will not be able to obtain permission to carry, especially if you need a traumatic weapon.

Basic information

The legislation of the Russian Federation allows the use of traumatic weapons in public places along with shockers, sprays and other means of self-defense. However, there is a list of situations in which you cannot carry such a weapon:

  • rallies, demonstrations, public holidays;
  • churches;
  • educational institutions (except for military educational organizations and other similar institutions);
  • cinemas, restaurants, bars;
  • shopping centers.

Such restrictions do not affect people who are officially responsible for ensuring the order and security of such places and events.

The characteristics of traumatic weapons include the following:

  • “drum” capacity – up to 10 rounds;
  • maximum muzzle energy when fired – <91 J;
  • used only for self-defense and exclusively with traumatic cartridges.

Most often in Russia, firearms of limited destruction are used - for example, a pistol, a barrelless device. Sometimes smooth-bore firearms with traumatic cartridges are used.

You cannot carry traumatic weapons in Russia in 2021 without permission.

How long to wait for a permit

Registration of a permit takes about four months, and this period is divided into several stages:

  • The applicant must take courses for 2-3 months;
  • 2-7 days are allocated for passing the medical examination;
  • It takes 10 days for a decision to be made to issue or prohibit the issuance of a permit to carry a traumatic weapon.

This is important because a traumatic type of weapon can cause harm to others, so permission to carry it must be approached responsibly.

Extension of permission to carry traumatic weapons in 2020

If you have previously received a permit to carry a weapon, it must be renewed periodically, since the document is valid for only 5 years. After this time, the permit must be renewed. To do this, you should prepare the following documents:

  • application for permit renewal;
  • passport and c/c;
  • a receipt that you have paid the state fee for renewing the permit to carry a traumatic weapon (10 rubles);
  • two photos;
  • make a copy of the old license that needs renewal;
  • medical certificate format 046;
  • 2 photos.

If all goes well, it will not be difficult to obtain a permit renewal in 2021. The police will check whether the rules for traumatic weapons were previously observed in order to decide whether to issue a permit further or not. If all is well, the permit is issued 10 days after the application is submitted.

Buying a safe

Even at the very early stage of paperwork, you will have to get used to the idea that you will have to buy a safe. Moreover, there is one very important detail here; the purchase cannot be postponed until later. Even when applying for permission, the safe must be in the room and screwed to the wall, possibly with anchor bolts. Everyone will try to buy a safe as cheaply as possible, believing that this is just a requirement of law enforcement agencies.

Look to the future before settling on any one. Perhaps in the near future you will decide to purchase another barrel. An average safe with a locking device costs about 4,000 rubles.

The practical procedure for processing documents may deviate somewhat from the theoretical algorithm. According to the procedure for granting permits, during the processing of documents, the local inspector must come to your home and inspect the conditions for storing weapons. Then, based on the data received, he draws up a report. In reality, you may have to contact the local police officer yourself so that he can inspect the premises and draw up a report. You attach this act to all documents.

This deviation does not make any changes to the total amount of costs, since the local police officer goes to the site for free and does not need to pay for signing the act. Rules for carrying traumatic weapons in 2021

If, after obtaining permission to carry a traumatic weapon, you must follow the rules. When there is no permission, but a person happens to have a weapon, at a minimum, he faces punishment in the form of a fine in the amount of 500 rubles to 2 thousand rubles.

There are other rules:

  • short-barreled weapons should be carried in a holster;
  • it should not contain cartridges or the weapon should be set on safety;
  • Long-barreled weapons should be carried uncovered.

If it is illegal to store a traumatic weapon, in addition to a fine, you can also receive a very real term of restriction of freedom.

Responsibility

A citizen who violates the rules for using traumatic equipment will be punished according to the damage caused. Thus, he is brought to administrative, civil or criminal liability.

  • Administrative liability occurs when the fact of shooting in places not intended for this is established. According to Article 20.13 of the Administrative Code, a fine of 1000 rubles will be issued (only for one shooting, without causing harm).
  • Criminal liability arises under one of several articles: murder through negligence, in a state of passion, intentional murder, causing harm to health (varying degrees of severity), hooliganism.
  • Civil liability occurs if the investigation manages to prove that the victim did not commit illegal acts. Then the owner of the weapon will pay damages determined by the court.
